answer text <p>There a number of departments across Whitehall who work on aspects of the Digital Single Market (DSM) including the Department for Culture Media and Sport, the Home Office and HM Treasury. And, within the Department for Business Innovation and Skills (BIS) there are a number of policy areas that are involved directly or indirectly in aspects of the Digital Single Market including the Intellectual Property Office, Competition and Consumer Policy and Advanced Manufacturing and Services.</p><p> </p><p>BIS leads on behalf of Government and coordinates activity across those departments with an interest. There is a core team of five FTEs who act as the hub for all of this work.</p><p> </p> more like this

answer text <p><strong> </strong></p><p> </p><p>In response to the Law Commissions’ report on Consumer Redress for Misleading and Aggressive Practices in March 2012, the Government introduced an amendment to the Consumer Protection from Unfair Trading Regulations 2008 giving consumers new powers to pursue civil redress for misleading and aggressive practices.</p><p> </p><p>The regulations expressly cover demands for payment from a consumer in full or partial settlement of the consumer’s liabilities or purported liabilities to the trader (regulation 2(1A)). answer text <p>My Department has no plans to make such an assessment.</p><p>Any assessment of the impact of parity clauses on competition and consumers falls within the remit of the Competition and Markets Authority (CMA), which is the UK’s primary competition and consumer authority.</p><p>One of the CMA’s predecessors, the Office of Fair Trading, launched an investigation into alleged resale price maintenance in arrangements between a hotel group and two online travel agents, though this ultimately led to no action being taken. The CMA keeps these issues under review and is working closely with other national competition authorities and the European Commission to do this.</p> more like this

The OFT accepted commitments from the OTAs concerned but in September 2014 the Competition Appeal Tribunal partly upheld an appeal by a third party, Skyscanner, and remitted the case back to the CMA for consideration. On 16 September 2015, following a fresh look at the case, the CMA decided to close the investigation on administrative priority grounds. The case closure summary can be found on the CMA’s website.</p><p> </p><p>The CMA keeps these issues under review and is working closely with other national competition authorities and the European Commission to do this.</p><p> </p>
