answer text <p><strong> </strong>a) Under the Code of Practice for Victims of Crime (Victims’ Code), victims are entitled to make a Victim Personal Statement (VPS), (sometimes referred to as a ‘victim impact statement’). When the Code came in to force in December 2013 the Crown Prosecution Service (CPS) issued operational guidance to support prosecutors in meeting their commitments. More recently, a national cross-agency protocol setting out the working arrangements for the reading of the VPS in criminal proceedings has been implemented (the CPS is a signatory).</p><p> </p><p> </p><p> </p><p>b) The CPS has issued legal guidance on the role of the prosecutor to assist the court in the sentencing process by making it aware of all relevant information. This includes drawing the court’s attention to its powers to award compensation and inviting them to make such an order where appropriate.</p><p> </p><p> </p><p> </p><p>Northamptonshire is part of the CPS East Midlands Area and the Area applies the national guidance which has been issued both in respect of the VPS and also compensation claims.</p><p> </p>

answer text <p>In the year to 31<sup>st </sup>December 2014, the Law Officers personally considered 469 cases and referred 128 offenders to the Court of Appeal under the unduly lenient sentence scheme. Leave was granted by the Court in 95% of cases which included some of the most serious violent and sexual offences, including murder, rape and sexual assault.</p> more like this

answer text <p>I have regular meetings with the Director of the Serious Fraud Office (SFO) to discuss a variety of issues. As was the case with previous Administrations, it is not the Government’s policy to provide details of all such meetings.</p><p> </p><p>However, the SFO has assured me that it is actively reviewing material relating to the allegations, although it is not possible for me to go into detail nor is it appropriate for me to speculate on the possibility of a UK investigation. The SFO will consider whether there has been offending within our jurisdiction. The SFO also assists its counterparts overseas when appropriate, and by international convention it would not comment on such matters.</p><p> </p> more like this

answer text <p>I have regular discussions with the Director of Public Prosecutions (DPP) on a wide range of criminal matters, including child sexual abuse (CSA) cases. The prosecution of CSA cases were specifically discussed at a meeting in February this year and the DPP outlined to me how the Crown Prosecution Service (CPS) is coordinating its response with the police to the Home Office CSA Inquiry.</p><p> </p><p> </p><p> </p><p>In October 2013 the CPS issued guidelines setting out a new approach to CSA cases. Steps to be taken include the use of specialist prosecutors, the provision of dedicated CPS units to manage such cases, and the application of a new approach to considering evidence in such cases. In 2014-15, the number of child abuse prosecutions rose by 2,047 to 10,045, the highest volume of cases ever. There were 74.4% convictions in 2014-15, falling slightly from 76.2% in 2013-14, but overall there was a rise in the volume of convictions in the child abuse cases to 7,469 in 2014-15 from 6,096 in 2013-14.</p><p> </p><p> </p><p> </p>

answer text <p>It would not be in the public interest to disclose any specific retail or real estate valuation information, as this information is commercially sensitive and any disclosure could adversely affect the Government’s future ability to negotiate efficiencies and achieve value for money to the taxpayer.</p><p> </p><p> </p><p> </p><p>The Crown Prosecution Service has a total owned and leased estate of 81,085 sq metres. Of that estate 9.3% is currently not in regular use. The total rental cost of those sites not in regular use is £961,235 (ex VAT).</p><p> </p><p> </p><p> </p><p>The proportion of the office space owned or leased by The Government Legal Department (GLD) which is not in regular use comprises 9% of the total estate. The rental value of all unused office space is £248,680.69.</p><p> </p><p> </p><p> </p><p>Both departments keep their estates under regular review and expect to have significantly reduced the proportion of office space which is not in regular use by December 2016.</p><p> </p><p> </p><p> </p><p>The remaining Law Officers’ Departments do not own or lease any property which is not in regular use.</p><p> </p><p> </p><p> </p>
