answer text <p> </p><p>We do not define affordable housing in those terms. The Housing and Regeneration Act 2008 (sections 68 – 70) defines social housing as low cost rental accommodation and low cost home ownership accommodation. In the Act, a low cost rent is simply defined as below the market rate. Low cost home ownership is defined by its availability for occupation on a shared ownership or equity percentage basis. This provides flexibility to support a range of people with different housing needs through our affordable housing programmes.</p><p> </p><p> </p><p> </p><p>For planning purposes, the definition set out in the National Planning Policy Framework is as follows:</p><p> </p><p> </p><p> </p><p>“ Social rented, affordable rented and intermediate housing, provided to eligible households whose needs are not met by the market. Eligibility is determined with regard to local incomes and local house prices. Affordable housing should include provisions to remain at an affordable price for future eligible households or for the subsidy to be recycled for alternative affordable housing provision.</p><p> </p><p> </p><p> </p><p>Social rented housing is owned by local authorities and private registered providers (as defined in section 80 of the Housing and Regeneration Act 2008), for which guideline target rents are determined through the national rent regime. It may also be owned by other persons and provided under equivalent rental arrangements to the above, as agreed with the local authority or with the Homes and Communities Agency.</p><p> </p><p> </p><p> </p><p>Affordable rented housing is let by local authorities or private registered providers of social housing to households who are eligible for social rented housing. Affordable Rent is subject to rent controls that require a rent of no more than 80% of the local market rent (including service charges, where applicable).</p><p> </p><p> </p><p> </p><p>Intermediate housing is homes for sale and rent provided at a cost above social rent, but below market levels subject to the criteria in the Affordable Housing definition above. These can include shared equity (shared ownership and equity loans), other low cost homes for sale and intermediate rent, but not affordable rented housing.</p><p> </p><p> </p><p> </p><p>Homes that do not meet the above definition of affordable housing, such as “low cost market” housing, may not be considered as affordable housing for planning purposes.“</p><p> </p>

answer text <p> </p><p>There has been some uninformed and misleading speculation on this issue, as I am happy to make clear that the Infrastructure Bill's provisions will have no impact on the Public Forest Estate. This point was also made by my noble Friend, Baroness Kramer, during Second Reading on 18 June 2014, <em>Official Report</em>, Column 899.</p><p> </p><p> </p><p> </p><p>Clause 21 of the Infrastructure Bill is completely unconnected to the Government's stated policy to establish a new public body to hold the Public Forest Estate.</p><p> </p><p> </p><p> </p><p>The Government has no intention of transferring land from the new body to the Homes and Communities Agency, as the Public Forest Estate is currently in use and not declared surplus. As such, the powers will not be used in relation to this body and will therefore have no effect on it.</p><p> </p><p> </p><p> </p><p>Instead, Clause 21 simply enables surplus land to transfer directly from named public bodies directly to the Homes and Communities Agency, rather than being transferred into the ownership of a Whitehall department first, saving unnecessary bureaucracy. The underlying policy intention is to make it easier for surplus and redundant brownfield land to be sold and help build more homes.</p><p> </p><p> </p><p> </p><p>The Clause 21 arrangements will only apply to public bodies included on a list set out in secondary legislation. I can confirm that this list will not include the new body to hold the Public Forest Estate.</p><p> </p>

answer text <p> </p><p>Under this and the last Administration, the Department for Communities and Local Government has provided grant funding to a number of local authorities to support the provision of advice on preventing homelessness to complement the funding we provide to the voluntary sector.</p><p> </p><p> </p><p> </p><p>The London Borough of Croydon received £1,591,050 in grant in 2010-11 for homelessness prevention, which was intended to support a range of activities including a contribution to the costs of providing homelessness advice to local authorities in London. The payment to Croydon was made under Section 31 of the Local Government Act 2003 (the general power to pay grant to local authorities towards expenditure incurred or to be incurred). The grant was unring-fenced and not subject to any conditions.</p><p> </p><p> </p><p> </p><p>As was the position with funding provided to Newham, as set out in the answers to the noble Lady on 13 February 2013, <em>Official Report</em>, column WA165 and of 27 March 2013, <em>Official Report</em>, column WA247, there was no contract either between the Department and the London Borough of Croydon or the Department and Andy Gale.</p><p> </p><p> </p><p> </p><p>While departmental officials had discussions with Croydon about how the grant was to be spent, Ministers in this Administration had no involvement with local authorities on commissioning such services.</p><p> </p><p> </p><p> </p><p>A copy of the The Homelessness Revenue Grant Determination 2011-12 (31/1974) dated 1 March 2012 which lists the amount of funding received by 47 local authorities in 2011-12 for homelessness prevention work has been placed in the Library of the House.</p><p> </p>
