The latest evaluation shows that the programme has helped to reform local services and improve outcomes for vulnerable children and families across a number of measures, including a reduction in the proportion of children on the programme going into care by a third and a 15 per cent reduction of juvenile convictions. answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>MHCLG does not collect any statistics on the number of people living in people living in makeshift homeless camps who have been removed to provide an estimate.</p><p>The annual Rough Sleeping Statistics, published on 31 January 2019, include people sleeping rough in make shift camps but no separate figures about the types of sites where people are sleeping rough are recorded or whether they have been removed.</p><p>These statistics show the total number of people counted or estimated to be sleeping rough in each local authority area in England, on a single night in Autumn 2018 was 4,677. This was down by 74 people or 2 per cent from the 2017 total of 4,751 and was up 2,909 people or 165 per cent from the 2010 total of 1,768.</p><p>Local authorities use a specific definition to identify people sleeping rough. This includes people sleeping or who are about to bed down in open air locations and other places including tents, cars, and makeshift shelters.</p><p>The full definition of people sleeping rough is as follows:</p><p><em>People sleeping, about to bed down (sitting on/in or standing next to their bedding) or actually bedded down in the open air (such as on the streets, in tents, doorways, parks, bus shelters or encampments). People in buildings or other places not designed for habitation (such as stairwells, barns, sheds, car parks, cars, derelict boats, stations, or “bashes” which are makeshift shelters, often comprised of cardboard boxes). The definition does not include people in hostels or shelters, people in campsites or other sites used for recreational purposes or organised protest, squatters or travellers. Bedded down is taken to mean either lying down or sleeping. No one should ever have to sleep rough. That is why last summer we published the cross-government Rough Sleeping Strategy which sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. The Government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period. As of June 2019 the vacancy rate for Coventry was 15.2 per cent and in Great Britain was 11.7 per cent according to the Local Data Company. This information is not currently reported centrally and is not publicly available. For this reason, in Autumn Budget 2018, as part of Our Plan for the High Street, we committed to piloting a publicly available register of empty commercial properties in selected local authorities, to help improve transparency and make it easier to bring vacant properties back into use. answer	answer is ministerial correction date of answer 11/04/2019 answer text <p>My Department is not providing specific support for the Palmer Lane project in Coventry.</p><p>However, through the Local Enterprise Partnership (LEP) the Government has invested over £131 million of Local Growth Funding into Coventry and Warwickshire, which is supporting 16 projects across the region. This is forecast to deliver 7,500 new jobs, 3,400 new homes and bring in a total of £240 million of investment. answer	answer is ministerial correction date of answer 27/03/2019 answer text <p>The Government is committed to supporting all victims of domestic abuse.</p><p>My Department does not hold information on the availability of refuges for victims of domestic abuse in (a) Coventry and (b) the West Midlands. However, I am pleased to confirm that Solihull Metropolitan Borough Council led the West Midlands in successful pan-regional bids for both the 2016-18 £20 million and the 2018-20 £22 million funds, building upon their regional partnership, increase refuge provision and remove barriers to accessing refuge. Through the 2016-18 fund the West Midlands was awarded £639,253 over the two years, including receiving a share of the £1.1 million top up funding. In the current 2018-20 fund the West Midlands has been awarded £638,849, with the first instalment being released December 2019 and the remaining to be released in the new financial year.</p><p>My department has also carried out a review of how domestic abuse services are locally commissioned and funded across England. We have worked closely with sector partners, drawing on their data, expertise and knowledge and taken account of the findings of an independent audit of provision of domestic abuse services across England, led by Ipsos MORI. The Government established the Payment Systems Regulator (PSR) with a statutory duty to ensure that payment systems work well for those who use them. answer	answer is ministerial correction date of answer 05/11/2018 answer text <p>Private Registered Providers of social housing, housing associations registered with the Social Housing Regulator, must comply with the Regulator's standards framework. The standard on allocations compels Private Registered Providers of social housing to allocate their properties in a fair, transparent and efficient way; taking into account the housing needs and aspirations of tenants and potential tenants. They must also demonstrate how their lettings make the best use of available housing, are compatible with the purpose of the housing, and contribute to local authorities’ strategic housing function and sustainable communities.
