In January, Government published its landmark Domestic Abuse Bill in draft form and its consultation response setting out a package of other non-legislative measures to tackle this issue. These include commitments to fund a range of specialist domestic abuse services. answer	answer is ministerial correction date of answer 28/02/2019 answer text <p>This Government is committed to reducing homelessness and rough sleeping, which is why we have now committed over £1.2 billion to tackle it over the spending review period, including the £75 million Rough Sleeping Initiative (RSI). We are particularly encouraged that across the 83 RSI areas rough sleeping numbers have fallen by almost a fifth. It should not happen that people die prematurely and on the street because they are homeless.</p><p>In December 2018, the Office for National Statistics published valuable experimental statistics of the number of deaths of homeless people in England and Wales registered in 2013-2017. The statistics showed an estimated 597 deaths of homeless people in England and Wales in 2017, as well as a follow up release with a breakdown by local authority. Their work shines a light on this important issue.</p><p>Whilst we recognise that suitable housing is a key part of the solution, health services have a significant role to play, alongside other public services. My Department is working with the Department of Health and Social Care to ensure that rough sleepers have the health care they need, when they need it. In its Long-Term Plan, the National Health Service will invest up to £30 million extra on meeting the needs of rough sleepers, to ensure that the parts of England most affected by rough sleeping will have better access to specialist homelessness NHS mental health support, integrated with existing outreach services.</p><p>We are also ensuring that when a homeless person dies or is seriously injured as a result of abuse or neglect and there is concern that partner agencies could have worked more effectively to protect the adult, Safeguarding Adult Reviews take place so that local services can learn lessons from these tragic events to better prevent them from happening in the future.</p> answering member constituency South Derbyshire answering member printed Mrs Heather Wheeler question first answered 28/02/2019 17:34:48 answering member 4053 label Biography information for Mrs Heather Wheeler

answer	answer is ministerial correction date of answer 28/02/2019 answer text <p>The Government recognises the importance of local funding for support services for vulnerable people including those over 55.</p><p>The funding for housing related support services is subsumed within the local government finance settlement. This funding was ring-fenced until 2009, when the ring-fence was removed thus allowing all local authorities to manage funding according to local priorities. It is up to local authorities to decide which services they wish to fund.</p><p>We are currently undertaking a review of housing related-support, to help us better understand how housing and support fit together. The review will give us a fuller picture into how housing-related support is provided for supported housing across England.</p><p>The Disabled Facilities Grant (DFG) can also support all eligible, including older, people to adapt their homes, to make them safe and suitable for their needs. Since 2012-13, the Government has invested more than £2.2 billion into the Grant, providing around 280,000 adaptations by the end of 2018-19. The grant has more than doubled from £220 million in 2015-16 to £505 million in 2019-20. answer	answer is ministerial correction date of answer 26/02/2019 answer text <p>The Government is undertaking a review of the relative needs and resources of local authorities in England, with a view to setting fresh baseline funding levels in 2020-21. We are working closely with local government representatives and others to consider the drivers of local authorities’ costs, the resources available locally to fund services, and how we should account for these in a way that draws a more transparent and understandable link between local circumstances and resource allocations.</p><p>In December 2018 the Government published a consultation paper, which set out a proposed approach to assessing the relative needs of local authorities. Our analysis has shown that for many universal services, the number of people in each local authority area is the most important predictor of the costs that councils face in delivering those services. The consultation therefore proposes the introduction of a simple population-based Foundation Formula to account for many of the universal services that local authorities deliver, alongside several specific funding formulas for some of the largest and most complex service areas.</p><p>To understand whether including additional ‘cost drivers’, including deprivation, significantly improves the precision of the Foundation Formula, a comparison was made between the amount of variation in past expenditure that was explained by different combinations of cost drivers, to the total amount of variation in expenditure. The basis on which this comparison was made is set out in pages 19 to 21 of the consultation paper (link below). answer	answer is ministerial correction date of answer 26/02/2019 answer text <p>At this stage the study is aimed at developing a better understanding of the behaviour of a range of cladding products when exposed to fire and their possible contribution to fire spread.</p><p>A bespoke testing methodology for insulation was not considered necessary for this stage of the research. There are a comparatively small number of insulation materials available and their behaviour when exposed to fire is already well documented.</p><p>There are no success or failure criteria, the findings will help determine, in consultation with the expert panel, any further action we should take.
