answer	answer is ministerial correction date of answer 28/10/2014 answer text <p>The Coalition Government has abolished the last Administration’s top-down Regional Strategies which imposed housing numbers on local councils and fuelled resentment against new development.<br><br>Our planning reforms have ensured that councils should determine where new homes should and should not go through their Local Plans. It is for elected local councils working with their local communities to decide how best to meet their objectively assessed housing needs.</p><p><br>Our Planning Guidance, which we published on 6 March, sets out a clear and simplified methodology for assessing development needs for housing. Planning ahead for housing is the best way to make sure communities and business can have confidence and ensure enough housing is delivered to meet local needs.</p><p> </p><p>Housing projections provide the starting point estimate of overall housing need, but can then be adjusted to reflect other factors including any constraints on land. answer	answer is ministerial correction date of answer 28/10/2014 answer text <p>The Statistics requested are not centrally held.<br><br></p><p>Decisions on the provision of accommodation for victims of domestic abuse are for local authorities; we expect local authorities to commission services based on the needs of their communities, taking account of locally available data sources.</p><p> </p><p>The dynamics of domestic abuse mean that accommodation can play an important role in the resolution of interpersonal abuse and conflict. This is why the homelessness legislation in England provides one of the strongest safety nets in the world for families with children and for vulnerable people who become homeless through no fault of their own.</p><p> </p><p>There is a range of support for victims of domestic abuse. Some victims will be accommodated in refuges, but Sanctuary Schemes and mainstream local authority accommodation may be an option for others, while some victims will pursue independent solutions with help and advice from support schemes as necessary.</p><p> </p><p>This Government has secured £6.5 billion investment to help vulnerable people through housing related support. This forms a key element of refuge funding through local authority commissioned services. We also fund UKRefugesOnline a UK wide database of domestic violence services which supports the national 24 hour free phone domestic violence helpline. This service enables those working with victims of domestic violence to identify appropriate services and potential refuge vacancies around the country so that victims can get the help they need as quickly as possible.</p><p> </p><p>This Government has ring-fenced nearly £40 million of funding for specialist local domestic and sexual violence support services until 2015. This funding is used to part-fund 54 multi-agency risk assessment conference co-ordinators and 144 independent domestic violence advisers. answer	answer is ministerial correction date of answer 27/10/2014 answer text <p>Shared owners have a full repairing lease and are financially responsible for all maintenance charges and outgoings, in the same way as any other leaseholder or homeowner.</p><p>The Government has no power to intervene in how housing associations, which are private, non-profit making organisations, carry out their maintenance or repair works. However, the Landlord and Tenant Act 1985 requires that service charges are only payable where the costs incurred are reasonable.<br><br>Where they believe that the service charges they are being asked to pay are unreasonable, leaseholders - including those who have purchased under a shared ownership scheme - have a number of statutory rights and protections in respect of those service charges, and the management of their property. These include:<br><br><br>- The right to apply to the First-tier Tribunal (Property Chamber) to determine the liability to pay and reasonableness of service charges.<br>- The right to write to their landlord to request a written summary of the costs which make up the service charges, and to require the landlord to provide reasonable facilities to inspect the accounts, receipts and other documents supporting the summary.<br>- Where new or extended services are introduced and where an additional charge may need to be made, landlords are expected to consult appropriately with tenants before introducing these services and associated charges.<br><br>Free initial advice and information on leaseholders' rights can be obtained from the Leasehold Advisory Service (LEASE). It is for local councils in conjunction with their communities to determine what development is appropriate and where in bringing forward their Local Plans. Legislation specifically requires that councils consult Natural England in doing so.</p><p> </p><p>Through its planning policy this Government has maintained strong protections against inappropriate development in the Green Belt, and made absolutely clear that councils can only amend their Green Belt boundaries in exceptional circumstances, through the Local Plan.</p><p> </p><p>My Department has recently published new planning guidance reaffirming how councils should use their Local Plan drawing on protections in the National Planning Policy Framework, to safeguard their local area against urban sprawl. We have also made clear that the single issue of unmet demand is unlikely to outweigh harm to the Green Belt and other harm necessary to grant permission for inappropriate development. My rt. hon. Friend, the Secretary of State's decision letter sets out all post inquiry correspondence received by the Department and summarises its content in paragraph 9 of the decision letter. There is no reference made to Orion in paragraph 9 of the decision letter but reference is made to Development Securities who are a co-investor in the scheme.
