Local authorities and housing associations have been instructed to submit samples of Aluminium Composite Material (ACM) cladding for testing. We have also alerted owners, landlords and managers of private sector residential blocks, and made the testing facility available to them.</p><p>We are initiating testing in other priority buildings across the public sector, including NHS Trust and Foundation Trust buildings. We are prioritising testing on buildings where people sleep overnight, which have ACM cladding and are of a certain height. A £3.6 billion transitional relief scheme will provide support to properties which face an increase in rates. Otherwise, it should not be permitted. The Department’s statistics report only the proportion of new residential addresses created in flood zone 3 areas; they do not reflect the safety measures incorporated. The Government has introduced a baseline to ensure that the New Homes Bonus is focussed on local authorities demonstrating a stronger than average commitment. The 0.4% baseline below which the Bonus will not be paid, reflects a percentage of housing that would have been built anyway and is about half of historic levels of housing growth. These were entirely BIS staff until April 2016, when one member of DCLG staff was added to each team. The total regional headcount is 77. The current local team headcount in each region is as follows: Yorkshire and North East (14), North West (13), East Midlands and South East Midlands (10), West Midlands (13), London and East (13) and South Central and West (14). The figures have remained largely stable.
