Government expects local plans and spatial development strategies to be reviewed to assess whether they need updating at least once every 5 years, and should then be updated as necessary. Up-to-date plans provide a sound basis for assessing land supply, and it is only where plans have become out-of-date that our standard method for assessing housing need is used instead. What this means in practice will depend on the amount of land with permission in each area, the protections that apply and the stage an emerging plan has reached, and so there is no national estimate of the impact. answer	answer is ministerial correction date of answer 29/04/2019 answer text <p>In February 2017 we published our Housing White Paper setting out our strategy for fixing our broken housing market. We have taken forward or sponsored four major pieces of relevant legislation since then, as part of our comprehensive package of reform which implements the White Paper and builds on it further. These reforms will make our housing market work better and support our ambition to raise housing supply to 300,000 per year by the mid-2020s.</p><p>The legislative measures we have implemented include the Neighbourhood Planning Act, which received Royal Assent on 27 April 2017. It introduced wide ranging changes to neighbourhood planning, planning conditions and compulsory purchase.</p><p>In 2017, we backed the Homelessness Reduction Act, which transforms the culture of homelessness service delivery. From April 2018, the Act has ensured that, for the first time, local authorities, public services and the third sector will work together to actively prevent homelessness for people at risk.</p><p>We also backed the Homes (Fitness for Human Habitation) Act 2018, which came into force in March and empowers tenants to hold their landlords to account if they fail to keep the property fit for human habitation.</p><p>Most recently, we brought forward the Tenant Fees Act 2019, which bans unfair letting fees paid by tenants in the private rented sector and caps tenancy deposits in England. This is part of a wider package of measures aimed at rebalancing the relationship between tenants and landlords to deliver a fairer, good quality and more affordable private rented sector. Instead their assessment of housing need should have been generated using policy in the previous National Planning Policy Framework. Under this, authorities were still expected to identify their full housing needs.</p><p>The revised Framework retains the pre-existing policy that weight may be given to emerging policies (including the land supply policies) according to how advanced the plan is, the extent to which there are any unresolved objections and the degree of consistency between the emerging policies and national planning policy. These definitions will be launched in the coming weeks.</p><p>The group continue working to finalise details of the unified quality assurance platform. This platform will better integrate existing quality assurance and warranty processes to provide a single assurance process for assessing all new technologies used for homes built using MMC and ensure these homes can access insurance and mortgages on the same basis as traditionally built homes. answer	answer is ministerial correction date of answer 05/11/2018 answer text <p>Our Housing White Paper sets out a long term and comprehensive strategy, with dozens of proposals to release more land for homes where people want to live; build the homes we need faster; get more people building homes; and support people who need help now.</p><p>Since then, we have continued to take action to make our housing market work better, including:</p><ul><li><p>Planning reforms to ensure more land is available for housing and maximise the potential of our cities and towns to build new homes whilst protecting the Green Belt;</p></li><li><p>Launching Homes England, bringing together money, expertise, planning and compulsory purchase powers;</p></li><li><p>Lifting Housing Revenue Account borrowing caps so local authorities can deliver a new generation of council housing;</p></li><li><p>More than £15 billion of new financial support over the next five years, taking total financial support to at least £44 billion to 2022/2023.
