answer text
There is a range of assistance with energy costs available to low income and vulnerable consumers.

Some policies offer automatic payments. For example, Cold Weather Payments provide £25 for each 7 day period of very cold weather to eligible households. The cost of this scheme is not only dependent on who is eligible but also on the number of consecutive days of very cold weather in a given winter.

Other types of assistance are set at a given level of annual support, irrespective of the number of eligible consumers. For example, Affordable Warmth is estimated to deliver energy efficiency and heating measures worth around £350 million. Whilst a consumer needs to be claiming certain types of benefits to be eligible for the scheme, support is capped at a certain target level and therefore extending the scheme's eligibility criteria would not necessarily affect the cost of the scheme.

These examples highlight that the cost of assistance is dependent on a number of factors beyond simply whether a consumer is eligible for support. We estimate 8 million people will be receiving Universal Credit once it has been fully rolled out. However, the cost to the public purse of extending the eligibility of the assistance schemes will depend on which schemes are included (e.g. would Winter Fuel Payments be included?), the way eligibility is implemented (capped versus automatic) and external factors such as the weather.

answer text
EDF's current aim is for the Hinkley Point C nuclear power station to begin generating electricity in 2023. The UK Government and EDF Group reached commercial agreement on the key terms of a proposed investment contract for the Hinkley Point C, details of which were published on 21 October 2013. Furthermore, the publication of the Opening Decision on the Hinkley Point C State aid case by the European Commission is another important step forward in the consideration of the case and an investigation is a standard part of the State aid process for cases like Hinkley. The Commission have opened a public consultation on 7th March 2014 on their Opening Decision and Government welcome all to participate in this.

No date has been set for Sizewell C to begin generating electricity. But EDF completed last year the first stage of the local consultation which is necessary before an application for development consent can be made.
more like this

answer text
A number of independent peer reviewed research studies have concluded that there is no evidence of health effects arising from infrasound or low frequency noise, generated by windfarms that are built according to Government guidelines.

For example, a comprehensive study undertaken in the UK in 1997 by ETSU for the Department of Trade and Industry (ETSU W/13/00392/REP) found no evidence that ground transmitted low frequency noise from wind turbines is at a sufficient level to be harmful to human health. These findings were confirmed by a study published in 2005 by the Applied and Environmental Geophysics Group of the School of Physical and Geographical Sciences at Keele University titled Microseismic and Infrasound Monitoring of Low Frequency Noise and Vibrations from Wind Farms1. In 2003 the Department for Environment Food and Rural Affairs published a report entitled 'A Review of Published Research on Low Frequency Noise and its Effects'2 and in 2004, BERR commissioned Hayes McKenzie to conduct an independent study to investigate the levels and effects of Low Frequency Noise from wind farms3.

1 http://www.keele.ac.uk/geophysics/appliedseismology/wind/Final_Report.pdf

2 http://archive.defra.gov.uk/environment/quality/noise/research/lowfrequency/documents/lowfreqnoise.pdf

3 http://webarchive.nationalarchives.gov.uk/+/http://www.berr.gov.uk/energy/sources/renewables/explained/wind/onshore-offshore/page31267.html
