answer text <p>As part of the increased funding for schools, announced by my right hon. Friend, the Prime Minister, on 30 August 2019, the benefits-related free school meals factor in the national funding formula will be increased in line with inflation.</p><p>For universal infant free school meals (UIFSM), schools receive funding through a separate grant and the provisional allocations were confirmed for the 2019/20 academic year last June. We have not taken decisions on future rates for UIFSM rates yet.</p> more like this

answer text <p>No child or young person should be held back from reaching their potential, including those with complex special needs and disabilities such as an Acquired Brain Injury. This is why we have announced £780 million of additional high needs funding for next year (2020-21), which is an increase of 12% compared to this year, bringing the total amount for supporting those with the most complex needs to £7.2 billion. This will be the largest year-on-year increase since the high needs funding block was created in 2013.</p><p>Every local authority will see an increase in high needs funding of at least 8% per head of population aged 2 to 18. Sunderland will receive £28.4 million in high needs funding. This will provide valuable extra resources so that support is in place to make sure that no pupil or student is left behind.</p><p>When deciding on the provision to be made for a particular child or young person with a special educational need or disability (SEND), schools and local authorities must have regard to the SEND Code of Practice. The SEND Code of Practice is clear that professionals working with children and young people with SEND should involve the parents or the young person at every stage of planning and reviewing support and take account of their wishes, feelings and perspectives.</p><p>If a child or young person has an Education, Health and Care plan, the plan should set out exactly what support they should be receiving.</p><p>Every school is also required to have a policy in place to support pupils with medical conditions and this should be easily accessible for school staff and parents or carers. Governing bodies have a duty to ensure that arrangements are put in place.</p><p>The SEND system focuses on what works to meet a child’s need rather than the starting point of what condition does this child have.</p><p> </p>

answer text <p>The Government recognises that Maintained Nursery Schools (MNS) are an important part of the early years sector and provide valuable services to disadvantaged children.</p><p>Last October, we announced increases in hourly funding rates paid to local authorities for the early education entitlements for 2020-21.</p><p>In 2020-21, all local authorities will see an increase of 8p an hour to the hourly funding rates for the 2-year-old entitlement and an increase of 8p an hour for the vast majority of areas for the 3- and 4-year-old entitlement.</p><p>In addition to the hourly funding rates above, we invest approximately £60 million in ‘maintained nursery school supplementary funding’ each financial year, to allow local authorities to preserve MNS funding levels and last October we announced that this additional funding will continue at its current level for the whole of the 2020-21 financial year.</p><p>Details of funding paid to local authorities can be found here:</p><p><a href="https://www.gov.uk/government/publications/early-years-funding-2020-2021" target="_blank">https://www.gov.uk/government/publications/early-years-funding-2020-2021</a>.</p><p>The Government remains committed to funding for MNS in the longer term. answer text <p>The Department for Education does not collect data in relation to the national minimum allowance (NMA).</p><p>The National Minimum Standards for Fostering Services are clear that every foster parent should receive an allowance that covers the full cost of caring for a child. Whilst local authorities determine the allowance paid to foster parents in their area, the NMA serves as a baseline to the minimum amount that foster parents can expect to receive per week to cover the cost of a child living in their home. Whilst it is not mandatory in regulations, we expect all fostering services to pay at least this amount.</p><p>We are continuing to work with fostering services and others in the sector to ensure that the support offered to foster parents meets their needs.</p><p> </p> more like this

I wrote to Directors of Children’s Services on 16 January stating that we wanted to see a renewed focus on adoption and permanence by all local authorities. In particular, we wanted to ensure that adoptive families receive ongoing support from the moment that the child is placed with them and throughout their childhood.</p><p> </p><p>Local authorities have an ongoing legal duty to provide support services that meet the needs of local adopted families. My letter asked them to identify where they were doing well, but also at areas where they think they could improve.</p><p> </p><p>Last year, we announced that the Adoption Support Fund would continue with increased funding until 2021.</p><p> </p><p>The Department for Education’s spending after 2021 is subject to a future funding settlement with HM Treasury. We will consider the name, scope, eligibility and delivery requirements of the Adoption Support Fund as part of that.</p><p> </p><p>We are taking action to increase awareness of the Adoption Support Fund amongst eligible special guardianship families. An information leaflet is being developed in partnership with Family Rights Group, Adoption UK and Home for Good. The leaflet will be promoted by relevant charities and will be made available to all local authorities so they can make the information available to the families who they are working with.</p><p> </p>
