answer text <p>Ministers and officials regularly meet key stakeholders, including Directors of Children’s Services (DCSs), to discuss policy issues relating to the department’s agenda. For example, I recently met with DCSs and Local Authority Chief Executives at the National Children and Adult Services Conference, held recent roundtables in the department with groups of both DCSs and Chief Executives, and have attended induction events for new DCSs, the last one being in October 2019. In addition, my right hon. Friend, the Secretary of the State and I have very recently met with a number of children in care to hear their views and experiences. The department recognises how important it is to speak directly with those who are on the front line, delivering services for children and families.</p> more like this

answer text <p>We are committed to supporting children with speech, language and communication needs. We have a special educational needs and disability (SEND) school workforce contract in place which provides strategic support to the workforce in mainstream and special schools. This enables schools to deliver high quality SEND provision which meets the needs of an increasingly broad range of special educational needs (SEN). The contract will monitor any gaps in provision and propose ways to meet these gaps through working with relevant SEN organisations including those who commission services. This contract will run until March 2020.</p><p>I recognise the importance of support in schools for spoken language, which underpins the development of reading and writing. Early support for language development is also important. Therefore, as part of our drive to improve social mobility through education, we announced in our action plan ‘Unlocking Talent, Fulfilling Potential’ that the department is working with Public Health England and the Department for Health and Social Care to improve early language outcomes for disadvantaged children. ‘Unlocking Talent, Fulfilling Potential’ can be accessed at: <a href="https://www.gov.uk/government/publications/improving-social-mobility-through-education" target="_blank">https://www.gov.uk/government/publications/improving-social-mobility-through-education</a>.</p><p>We want to help provide health visitors with additional tools and training to identify and support children’s early speech, language and communication needs. We will do this by taking the following actions. Firstly, we will develop training and guidance to support these professionals, targeted to those areas of the greatest need. We will also develop an ‘early language assessment tool’ to help health visitors identify emerging language needs so that the right support can be put in place.</p><p> </p>

answer text <p>The Department for Education does not hold information on complaints made in relation to reconfirmation of eligibility for 30 hours free childcare. Her Majesty’s Revenue and Customs (HMRC) will release further information on complaints they have received in due course.</p><p> </p><p>The vast majority of parents are using the digital childcare service without issue. As shown in our management information release, 30 hours free childcare eligibility codes issued and validated: January 2018, more than 325,000 eligibility codes have been issued for the spring term. The department continues to work closely with HMRC to support parents through the application process for 30 hours free childcare.</p> more like this

answer text <p>We are working closely with the higher education sector to ensure we understand the potential economic and other implications of EU exit for universities, including through the High Level Stakeholder Working Group.</p><p>We know that, in particular, arrangements for EU students and staff and access to EU research funding are key interests for the sector. These issues will need to be considered as part of wider discussions about the UK’s relationship with the EU.</p><p>The government has taken action to provide greater certainty. We announced that EU students starting their courses in the academic year 2018/19 or before will continue to be eligible for student loans and home fee status for the duration of their course, and remain eligible for Research Council PhD studentships on the current basis. The agreement we have now reached with the EU on the first phase of negotiations allows the UK to continue benefitting from EU programmes - including Horizon2020 and Erasmus+ - under this budget plan.</p><p>We frequently liaise with the Higher Education Funding Council for England on financial sustainability and soon the department will be working with the Office for Students to continue to understand the sector’s finances under the new regulatory framework.</p>

answer text <p>By 2019-20, we will be spending around £6 billion a year on childcare support, including £1 billion a year to deliver 30 hours of free childcare and increase our hourly funding rates to local councils for the free entitlements.</p><p>The Early Years National Funding Formula is allocating our record investment fairly and transparently, so that early years providers can deliver free childcare on a sustainable and high quality basis. The government’s average hourly funding rate to local councils for three- and four-year olds compares very favourably with recently published research into the hourly cost of childcare by Frontier Economics.</p> more like this
