answer text <p>‘Championing Kinship Care’, which was published on 15 December 2023, sets out the department’s vision for a future kinship care system and how kinship carers can be better supported, so that more children can thrive. The department is investing £20 million of funding in 2024/25 to help move towards a children’s social care system with kinship at its heart.</p><p> </p><p>The department will launch a Pathfinder programme in 2024 in up to eight local authorities to provide special guardian kinship carers, who care for previously looked after children, with a financial allowance to be paid at the same rate as foster care. This programme will be backed by an investment of £16 million in 2024/25 and the department will explore expanding eligibility to broader cohorts of kinship carers and all local authorities in the future, subject to the findings of our evaluation. The department is currently working through the criteria for the eight local authorities, and will share further information on the Pathfinder in the coming months.</p><p> </p><p>The department also announced £3.8 million in 2024/25 to expand the role of Virtual School Heads to specifically include championing the education, attendance and attainment of children in kinship care. Local authority funding allocations were published in March 2024 and the role extension will come into effect from September 2024.</p><p> </p><p>The department is also delivering a package of training and support that all kinship carers across England can access if they wish to within this Spending Review period. The department is pleased to confirm the charity Kinship as the successful training partner and that the service went live in April 2024.</p>

answer text <p>In December 2023, the department published 'Championing Kinship Care', which is the first ever national kinship care strategy. The department is investing £20 million of funding in the 2024/25 financial year for Championing Kinship Care to help move towards a children’s social care system with kinship at its heart.</p><p>Since the publication of Championing Kinship Care, the department has:</p><ul><li>Published its recruitment campaign for the first ever Kinship Ambassador</li><li>Published updated local authority funding allocations for the 2024/25 financial year for Virtual School Heads, including the £3.8 million uplift to cover their extended duties to promote the educational outcomes of children in kinship care.</li><li>Launched a package of training and support that will be delivered by Kinship. The service will provide both online and in-person training sessions for kinship carers and will cover topics such as contact with parents, how to register for a new school and support with caring for teenagers.</li></ul><p> </p><p>The department will provide an update on the financial allowance pathfinder programme in the coming months.</p>

answer text <p>As part of the commitments outlined in 'Stable Homes, Built on Love', the department made a commitment to implement or explore each of the Independent Review of Children’s Social Care’s recommendations on kinship care.</p><p> </p><p>The department is in the final stages of drafting its kinship strategy, which outlines plans to enhance support for all kinship families in England. This strategy will complement the existing support initiatives offered by the department, such as the peer-to-peer support service.</p><p> </p><p>Following on from the progress and positive impact of the peer-to-peer support contract, the department will deliver a package of training and support that all kinship carers in England can access if they wish to, regardless of whether they have a legal order in place. This will be implemented from Spring 2024.</p><p> </p><p>Statutory guidance issued to local authorities already makes it clear that children and young people should receive the support that they and their carers need to safeguard and promote their welfare. There is no limit on the level of support, including financial support, that local authorities can provide. All local authorities should have in place clear eligibility criteria in relation to the provision of support services.</p><p> </p><p>The department has committed to work across government to explore possible additional workplace entitlements for kinship carers with a Special Guardianship Order (SGO) or Child Arrangement Order (CAO), as well as exploring the case for mandating a financial allowance for kinship carers with SGOs and CAOs in every local authority. Further details will be shared in due course.</p>
