answer text <p>We are investing £1.3bn to build up to 10,000 new prison places with better education facilities and other rehabilitative services.</p><p> </p><p>The department is in the process of revising its financial plans to take account of changes to planned timescales due to the election, and also to ensure that the overall plans reflect the priorities of the new government. We will share updated financial plans with the Justice Select Committee in the Autumn. No decisions have been made as to whether there is a role for private finance.</p> more like this

answer text <p>A consultation stage impact assessment was published in November 2016 and is available at <a href="https://consult.justice.gov.uk/digital-communications/reforming-soft-tissue-injury-claims/" target="_blank">https://consult.justice.gov.uk/digital-communications/reforming-soft-tissue-injury-claims/</a>.</p><p>A validated impact assessment detailing the estimated savings to motor insurance premiums arising from the Government’s whiplash reforms, including the data sources and evidence used, will be published alongside the legislation which was announced in the Queen’s Speech.</p><p>The Government will continue to monitor the industry’s reaction to these reforms closely and will consider further action to make sure the savings are passed on if required.</p> more like this

answer text <p>The named prisons became reform prisons in July 2016 and acted as trailblazers for greater autonomy. They were given considerable freedom to innovate, supported by greater authority over their finances, policies and processes.</p><p> </p><p>Building on the successful work of reform prisons, we have empowered governors across the estate by giving them the levers and controls they need to drive forward reform within their prisons.</p><p> </p><p>These freedoms were announced in the Prison Safety and Reform White Paper. The reform prisons will continue to benefit from these.</p> more like this

answer text <p>On 3 November 2016, the then Secretary of State for Justice published a White Paper on Prison Safety and Reform outlining the Ministry of Justice’s plans for radical reform of the prison system.</p><p> </p><p>This included an ambitious agenda to modernise the prison estate, improve education and empower governors, to help tackle violence, reduce reoffending and keep staff and prisoners safe.</p><p> </p><p>As part of our wholescale reforms, we are investing £1.3bn to modernise the estate. This will include closing older prisons that are not fit for purpose, and creating in their place high-quality, modern establishments</p><p> </p><p>On 22 March 2017, we announced plans, subject to planning approvals, value for money and affordability, to build four modern prisons: adjacent to HM Prison Full Sutton in Yorkshire (with a pre-planning consultation event held on 11 and 12 April 2017), Port Talbot in Neath, and redevelop HM Prison and Young Offender Institution Rochester in Kent and HM Prison and Young Offender Institution Hindley, in Greater Manchester. This is in addition to the plans previously announced for new sites at former HMP Wellingborough and HM Prison and Young Offender Institution Glen Parva.</p><p> </p><p>On the 19 July 2017 we announced that we still plan to redevelop the prisons at Rochester and Hindley as part of our prison modernisation programme. However, cells at these sites will be kept in use for now, as part of forward-planning for the estate.</p><p> </p><p>No further decisions have been made beyond those that have already been announced.</p>

answer text <p>Our reforms will make it easier for vulnerable users to access justice including victims and witnesses. Our modernisation and digitisation of the courts system will streamline and simplify many complex court processes.</p><p>We are building digital services which are accessible to all. In doing so, HMCTS is researching and testing with a wide range of user groups – including the elderly, the young, vulnerable groups, geographically remote users and users with low literacy and/or low IT literacy. We are using the insights and research findings from these groups to help us redesign our services to be easier to understand and navigate for all.</p><p>We recognise that some people will need support to use digital services, and HMCTS is designing a range of assisted digital support channels to be available for this purpose. Our assisted digital support services will cover a range of channels, from web chat or telephone assistance through to more intensive face to face support. Access to paper channels will be maintained in some services for those who need them. Plans for future assisted digital support services formed part of the consultation ‘<a href="https://www.gov.uk/government/consultations/transforming-our-courts-and-tribunals" target="_blank">Transforming our Justice System’</a>, published in September 2016.</p>
