answer text <p /> <p>The Ministry of Justice is mandated to encourage Small and Medium-Sized Enterprise (SME) engagement and the policy is set out by the Cabinet Office; this is a government wide agenda. SME participation is encouraged by removing barriers and making the procurement process faster and less complex. Most recently the government issued policy supporting a number of new reforms to make public procurement even more accessible to businesses, particularly SMEs. These new reforms take account of the wide consultation and engagement that the Government has undertaken with public bodies, small businesses and trade bodies over the last two years and in response to Lord Young’s recommendations to Government in his report ‘Growing Your Business’ (May 2013). These reforms are implemented in Part 4 of the new Public Contracts Regulations 2015, and have been embedded into MoJ procurement processes.</p><p>Secondly the Social Values Act must be taken into consideration. answer text <p /> <p>We have previously made clear our intention to issue a revised Code of Practice under section 45 of the Freedom of Information Act (‘FOI Act’). I regret that it will not now be possible to bring forward the Code of Practice during this parliamentary session as we had previously intended.</p><p> </p><p>However, we do recognise the challenge which the outsourcing of public services poses for transparency. It is our wish that public authorities and their contractors should interpret their FOI obligations broadly, in a way which applies as high a level of transparency as possible, and takes due regard of the principles for public authorities required by the FOI Act. This is one of the reasons why, outside the context of the FOI Act, all central Government contracts over £10,000 have been published on Contracts Finder since 2011.</p> more like this

answer text <p>The final bids submitted by the remaining three bidders on 5 January 2015 for the competition for Compliance and Enforcement Services are going through a robust evaluation process and HMCTS will award the contract based upon the bidder which submits the most economically advantageous tender. The evaluation criteria takes into account price and non price factors and the overall achievability and financial viability of the bids.</p><p> </p><p>In addition to this the agreement that will be put in place with the selected service provider will deliver value for money through a combination of the payment mechanism which incorporates a Payment By Results element based upon performance, Key Performance Indicators and penalties for underperformance.</p><p> </p> more like this

answer text <p>When buying products and services we always seek best value for taxpayers' money and find savings were possible.</p><p> </p><p>Please refer to Annex A for the answer.</p><p> </p><p>I can confirm that 24 contracts worth more then 5 million have been signed since 1 September 2014.</p><p> </p><p>The Transforming Rehabilitation Programme successfully signed 21 contracts to run probation services for low and medium risk offenders across the whole of England and Wales in December 2014. These services replace the previous delivery of these services to low and medium risk offenders from probation trusts and will now also provide &quot;through the gate&quot; support and services to offenders serving sentences of less than 1 year. The contracts include a payment by results element to reward providers who are successful at reducing reoffending rates.</p><p> </p><p> </p><p>The contracts are for 7 years with a further 3 year extension option and an exit period available at the discretion of the Authority. The values stated for the Transforming Rehabilitation contracts are estimates based on a 7 year contract term. A range of values is provided indicating the value of the contract with no Payment by Results payable and with all available Payment by Results payable to the suppliers. Actual values are non-indexed and may vary depending on volumes, indexation and demand for services to the National Probation Service.</p><p> </p><p>The Contract Award date is the signed date.</p>
