answer text <p>We remain committed to the aims in the Female Offender Strategy (2018) of seeing fewer women offending and reoffending; fewer women in custody, especially on short sentences, with more managed effectively in the community; and better conditions for women in custody that support effective rehabilitation.</p><p>As we have an independent judiciary, setting a numerical target as proposed is not appropriate and may have unintended consequences. We are working to ensure that interventions and pilot projects are, where possible, evaluated so that we can understand their impact on the numbers and make-up of the population.</p> more like this

answer text <p>We remain committed to the vision in the Female Offender Strategy, which set out the long-term framework to achieve better outcomes for female offenders that will take some years to deliver.</p><p> </p><p>Since publication in June 2018, the number of women entering the criminal justice system has fallen by 30%. We're investing millions of pounds over the next 3 years into community services like women’s centres, drug rehabilitation and accommodation support so fewer women end up in prison.</p><p> </p><p>We also have several initiatives underway to improve community sentencing options to tackle low-level offending, divert women from custody, and reduce reoffending. This includes several pilots such as the Residential women’s centre pilot, and plans to create a residential women's centre Pre-Sentence Report pilot that is targeting fuller reports for women.</p> more like this

answer text <p>We launched the Female Offender Strategy in 2018 with the aim of steering women away from crime and since then, the number of women entering the criminal justice system has fallen by 30%. We're investing millions of pounds over the next 3 years into community services like women centres, drug rehabilitation and accommodation support so fewer women end up in prison.</p><p> </p><p>The new facilities for women are an important step in taking forward the Female Offender Strategy aim to better conditions for women in custody that support effective rehabilitation. We must ensure that those women who need to be in custody are held in appropriate, decent and safe accommodation. This is why the design of our new accommodation will be trauma-informed and gender-specific, with the expectancy of improved outcomes for women.</p><p> </p><p>The new smaller communities of accommodation are specifically designed to be trauma-informed with visible aspects such as windows without bars, smaller units, better layouts, bigger association spaces being included, whereas dark, narrow corridors, blind corners and communal showers may trigger responses linked to sexual assault or abuse experience.</p>

answer text <p>“Prison population projections: 2021 to 2026”, published on 25 November 2021, noted that the adult female prison population fell from 3,766 at the end of June 2019 to 3,170 at July 2021. However, as also noted in the same publication, no effect of the Female Offender Strategy on the population of women in prison has been detected because “the limited time between the publication of the Female Offender Strategy and the start of the pandemic means it is difficult to disentangle any effects of the strategy. Any future impacts of the Female Offender Strategy have therefore been excluded from the baseline projection.”</p><p>There are a number of external influencing factors that will result in fluctuations in the adult female population. We will continue to monitor trends and, where possible, look to assess the impact of interventions driven through the Female Offender Strategy.</p> more like this

The Strategy has three overarching aims: 1) fewer women offending and reoffending; 2) fewer women in custody, especially on short sentences, with more managed effectively in custody; and 3) better conditions for women in custody that support effective rehabilitation. Considering how we can best address the needs of female offenders and to improve outcomes for them, their families and their communities, is a complex issue that we want to get right. The Strategy’s publication was the start of a new and significant programme of work to deliver better outcomes for female offenders that will take some years to deliver.</p> more like this

answer text <p>The Government has made good progress in implementing the recommendations of the Farmer Review for Women, since its publication in June 2019. Ten recommendations have already been implemented and a further eight are expected to be completed this year. Achievements so far include increased access to telephone contact in court custody suites, allowances for the increased use of Release on Temporary Licence (ROTL), amending the eligibility for Child Resettlement Leave to include primary carers as well as sole carers, and the rollout of video calling across the Women’s Estate.</p><p> </p><p>As set out in the Female Offender Strategy, the Government is working to ensure women’s personal circumstances are identified and shared by all agencies in the criminal justice system, in order to inform decisions and support. Lord Farmer’s recommendation on the Personal Circumstances File forms part of this work.</p><p> </p><p>We are also committed to increasing the delivery of quality and timely pre-sentence reports (PSRs) and understand the particular importance of PSRs for women. HM Prison and Probation Service has developed a Pre-Sentence Report interview checklist which focuses on the specific needs of female offenders. Following a series of briefing events, this was rolled out nationally in August 2019 and is available to all practitioners.</p><p> </p><p>Additionally, in the Sentencing White Paper we committed to ensuring that probation staff are supported to deliver a high standard of reports and to significantly increase the proportion of court disposals which benefit from a PSR. This pilot has now launched, and will be in all 15 pilot magistrate courts across 10 probation regions in England and Wales by mid-May. One element of this pilot looks specifically at female offenders, given this cohort often have particularly complex needs. We will use the findings from this pilot to further inform how we take forward Lord Farmer’s recommendation.</p>

answer text <p>The number of adult women in custody has fallen by 23% in the last ten years (June 2010 to June 2020). However, with the introduction of an additional 20,000 police officers, we expect to see an increase in the prison population, including for women.</p><p>As set out in our Female Offender Strategy (2018), we know that many women can be better supported in the community on robust and effective community sentences, and we are working to divert women away from custody, where appropriate.</p><p>We announced in May 2020 that our first residential women’s centre will be located in Wales. This will provide accommodation for vulnerable women with complex needs who would otherwise be sentenced to custody, enabling them to stay closer to home and maintain important family ties. The RWC will provide interventions that directly tackle the issues which often underlie offending, such as substance misuse or poor mental health.</p><p>The Government’s White Paper, <em>A Smarter Approach to Sentencing </em>(September 2020) sets out our further plans for more effective community sentencing that responds to the underlying drivers of offending. We will support offenders to change their lifestyles for good and protect the public by better identifying individual needs, providing treatment options where appropriate, and utilising technology to drive compliance. Underpinning these measures, will be our ongoing probation reform, to deliver effective, tailored and responsive supervision of offenders in the community.</p>

answer text <p>The last meeting of the Advisory Board on Female Offenders (ABFO) was held on 30 June 2020. The agenda items covered comprised: a standing up-date on delivery of the Female Offender Strategy to date; the impact of Covid 19 on HMPPS and measures taken; plans for the first Residential Women’s Centre in Wales; and the National Concordat on Female Offenders. Wider discussion included reference to the following topics: meeting the needs of minority ethnic and foreign national women; funding for the strategy; and women and remand. HM Government’s commitment to delivering the aims of the strategy was confirmed.</p><p>We have received the following formal representations from ABFO members recently relating to funding for the FO Strategy:<br> - The Prison Reform Trust’s ABFO representative raised the issue at the last meeting of the ABFO on 30 June 2020</p><p>- The Women in Prison ABFO representative submitted a written representation on 24 September</p><p>- Women in Prison together with 20 other women’s sector organisations submitted a co-signed letter on 7 June and 29 September relating to funding.</p>
