The Government considers registering to vote (and voting) to be a civic duty, but does not believe it should be compulsory. With online registration, the Government has made it easier than ever for those who want to to register.</p><p>The Cabinet Office does not hold information on eligible electors who are not registered to vote for an election. Numbers registered for electoral events are published by the Electoral Commission. Reports on the 2015, 2017, and 2019 General Elections have been produced by the Electoral Commission and are available online at <a href="http://www.electoralcommission.org.uk/" target="_blank">www.electoralcommission.org.uk</a>.</p><p>Some headline registration statistics by area published by the Office for National Statistics. The latest bulletin is available at <a href="http://www.ons.gov.uk/peoplepopulationandcommunity/elections/electoralregistration" target="_blank">www.ons.gov.uk/peoplepopulationandcommunity/elections/electoralregistration</a>.</p><p>The Cabinet Office has recently considered creating a live registration status check. There are technical, security and privacy issues but the Cabinet Office will continue to see whether future developments provide a feasible and cost-effective solution in coming years.</p><p>The Government believes that there is no clear evidence that voting on a national holiday would lead to an increase in turnout.</p><p>The Government was elected on a manifesto pledge to continue to support First Past the Post for parliamentary elections. The First Past the Post system is a robust and secure way of electing Members of Parliament. It ensures a clear link between elected representatives and constituents in a manner that systems of Proportional Representation may not. This ensures that MPs can represent the interests of their constituents when debating national issues.</p><p>The UK Government works closely with ministers and officials in devolved administrations on a range of issues relating to elections, including electoral registration issues. Details of discussions are not normally disclosed.</p><p>Each Electoral Registration Officer maintains a register for their own local area, including the number of overseas electors registered in their area. Information is not collated or held centrally on voting by electors. The Government does not hold data on UK citizens resident overseas who are registered to vote, who have successfully applied for absent voting, or who voted in the 2019 UK Parliamentary General Election.</p><p>Since 2013/14, the Government has provided more than £27 million to promote electoral registration and democratic engagement more widely, including among young people. For the 2019 General Election, of the 3.5 million people who registered to vote online between the day the poll was announced and the registration deadline, 66.1% were aged between 18 and 34.</p><p>The Cabinet Office is working closely with the Electoral Commission, Association of Electoral Administrators and Society of Local Government Chief Executives to support local authorities to deliver their duties in line with the Government’s guidance on Coronavirus. This includes working with the Electoral Commission on guidance for the 2020 canvass, which is now published on their website.</p><p>The planning and running of polls is the responsibility of Returning Officers, who are statutorily independent of local or national government. We want to build upon recent record levels of individuals registering to vote and participating in elections. Our Register to Vote website is widely used by young people: over 7.83 million online applications have been submitted by 16-24 year olds since the service was introduced in 2014. Ahead of the General Election in June 2017 young people aged under 25 were particularly engaged, submitting over 1 million applications - more than 35% of all applications received in the pre-election period.</p><p> </p><p> </p><p> </p><p>Since then we have taken further steps to promote democratic engagement amongst young people. Making use of the Suffrage Fund, we have delivered three projects to promote youth engagement: a scheme to recruit and train 1000 youth Democracy Ambassadors; the development and publication of a toolkit for parliamentarians to engage young people; and a new history and citizenship resource for secondary schools (<a href="http://www.suffrageresources.org.uk" target="_blank">www.suffrageresources.org.uk</a>).</p><p> </p><p>The Government’s recent report, <em><a href="https://www.gov.uk/government/publications/democratic-engagement-respecting-protecting-and-promoting-our-democracy" target="_blank">Democratic Engagement: Respecting, Protecting and Promoting Our Democracy</a>,</em> sets out how we work with partners to encourage democratic participation. This includes National Democracy Week, which convenes youth focused organisations such as the British Youth Council, UK Youth, Elevation Networks and Patchwork Foundation to deliver targeted democratic engagement activity. The report also highlights steps to help Higher Education providers work with local authorities to promote electoral registration amongst their student populations.</p><p> </p><p>DCMS provides funding for the UK Youth Parliament, Youth Select Committee and Make Your Mark ballot which support young people to raise issues on local and national levels.</p><p> </p><p>Make Your Mark is a ballot of youth views which gives the UK Youth Parliament its mandate and gets young people, aged 11-18, involved in democracy, with over 1 million young people voting in 2018. answer	answer is ministerial correction date of answer 13/11/2018 answer text <p>As part of the Suffrage Centenary programme, the Government has been leading on a number of projects designed to promote democratic engagement and electoral registration in secondary schools. This includes the Parliamentarian Toolkit and Secondary Schools Resource.</p><p>The Toolkit includes activities and worksheets that parliamentarians can use with pupils when visiting schools or engaging with young people at youth clubs or on social media. It has been designed to teach young people about their democratic rights today and the history of those who fought for these rights. Exercises will help generate discussion and encourage young people to think about the role of democracy in their lives.</p><p>The Government has also commissioned the Historical Association to develop a Schools Resource which will be launched later this year. The Resource will use a historical knowledge base to improve pupils’ understanding of UK democracy, democratic institutions and of how they can participate in our democratic processes today. Many Electoral Registration Officers in England already work with schools and colleges in their local area to promote registration. The Government fully supports such activity. Many EROs undertake effective democratic engagement activities with young people and other population groups. Government has a role to play as well. By making it possible to apply to register to vote online we have transformed the ease and speed with which people can get on the register. Statistics show that the registration website is especially popular with younger people. Ahead of the 2017 General Election the Government supported the Electoral Commission’s campaign to encourage voter registration by sharing their campaign materials through existing government social media accounts, such as Facebook and Twitter, as well as our own networks. We also published reminder register to vote messages on our high traffic <a href="http://gov.uk/" target="_blank">GOV.UK</a> pages, such as DVLA and HMRC. In addition, last December, we published a Democratic Engagement Plan which sets out our priorities for raising awareness of democracy and participation in our democratic processes – including registering to vote – amongst a number of different groups, including young people. Linked to this work and the Suffrage Centenary celebrations we have launched a pack for parliamentarians, announced the recruitment and training of youth democracy ambassadors and will make a secondary schools resource for 13-16 year olds. Working with partners, including those in the youth charity sector, we are looking forward to the inaugural National Democracy Week (2-8 July 2018). There are no plans to introduce automatic registration, as it contradicts the principles underpinning Individual Electoral Registration. Making an application to register to vote is the right of individuals and can be done easily online, in as little as three minutes, as well as using the traditional paper form, if people prefer. Online registration has made registration easier, simpler and faster and it is more in tune with the digital lives many people now lead – particularly young people. Since the introduction of Individual Electoral Registration, there have been over 1.3 million applications to register to vote made by people aged 16 and 17, with over half of the applications made online.</p><p> </p><p>As part of my 'Every Voice Matters' tour, I have met with a number of sixth form students across the country to hear – first hand – about the barriers they face to engaging in the democratic process. This part of the national curriculum is statutory at Key Stage 3 &amp; 4 and helps to prepare pupils to play a full and active part in society. Pupils learn about democracy, government and how laws are made and upheld. The Government has also developed a number of learning resources, including Rock Enrol!
