answer text <p>As set out in the Government’s response to the Intelligence and Security Committee’s report on Russia, our adversaries adopt a whole of state approach to hybrid and malign activity and tackling it therefore requires a cross-Government and cross-society response. In order to do so effectively, the Government draws on the skills, resources and remits of different departments, agencies and non-government organisations.</p><p>This activity is coordinated by the Defending Democracy programme in the Cabinet Office, with individual Government departments and the Security and Intelligence Agencies playing a key role in all relevant areas. As announced in the Queen’s Speech, the Home Office is bringing forward new legislation to provide the security services and law enforcement agencies with the tools they need to disrupt state threats, including threats to democracy. The National Security Council keeps this and all aspects of the Government’s approach to protecting UK democracy under review.</p><p> </p>

answer text <p>There has been engagement with Welsh Government counterparts - as well as weekly engagement at official level - about the inland border sites in North Wales. Provision of Border Control Posts for SPS checks is a devolved matter. However, Defra, HMRC, Wales Office, and Welsh Government are working constructively to define an appropriate control regime for customs and biosecurity checks to be in place and operational at the sites in Parc Cybi from 1 January.</p><p>The Warrington Inland Border Facility has been operational since January 2021 and has the capacity to handle more than 700 goods vehicle movements per day for customs checks. Together with other inland border facilities, such as Birmingham and Sevington, there is more than adequate capacity to accommodate any shortfall capacity at Welsh ports and inland sites in January 2022, should this be needed.</p><p> </p> more like this

answer text <p>During the pandemic, employees (including civil servants) were advised to work from home where possible. From 19 July 2021, employees are no longer instructed to work from home and government departments, similar to other employers, are starting to plan for employees to gradually return to the workplace.</p><p><strong> </strong></p><p>The Cabinet Office has not currently made any estimates of the number of civil servants who have been absent from work or working days lost due to long COVID across the Civil Service.</p><p><strong> </strong></p><p>However, the Civil Service continues to improve its approach to health and wellbeing for all employees, assisting them to access the support they need. A range of best practice support is available including Occupational Health, Workplace Adjustments, Part Time on Medical Grounds and COVID-19 Supporting Attendance guidance.</p><p> </p> more like this

answer text <p>Beyond the Protocol itself, which outlines in its annexes the EU law that applies to Northern Ireland, the Government has not so far published any further material regarding rules applied by the Protocol.</p><p> </p><p>The Government’s Command Paper [CP 502] published on 21 July sets out alternative proposals for the basis on which EU law might apply in Northern Ireland, potentially involving the Northern Ireland institutions. This could have a significant effect on the visibility of new rules applied in Northern Ireland and how they are brought into force in UK law.</p><p><br>Pending agreement on this potential new settlement, it is entirely right that people in Northern Ireland should be able to be fully aware of the law applying where it derives from EU acts which are not the subject of specific domestic legislation to transpose them into UK law. We will consider the best way of enabling this. We continue to urge the EU to ensure that there is proper notice of such legislation and that appropriate information is provided through the structures established by the Withdrawal Agreement.</p><p> </p><p>As to the bodies established under the Protocol, in line with commitments made in the New Decade, New Approach deal, representatives from the Northern Ireland Executive are invited to attend all Joint Committee and Specialised Committee meetings as part of the UK delegation when the Irish Government are attending. Representatives from the Northern Ireland Executive also form part of the UK delegation at the Joint Consultative Working Group.</p><p /><p /> <p> </p>
