answer text <p>Universal Credit is designed to react and respond quickly to feedback from our stakeholders and claimants to improve the service we offer. This means that any report based on a view of the service at a given date may well be inaccurate only a short period afterwards.</p><p> </p><p>This is the case with this Child Poverty Action Group (CPAG) report. The report does not take into account recent changes to the Universal Credit Statement which ensures that claimants receive detailed information about any deductions which have been made to their Universal Credit award, including a clear breakdown of what each deduction is for. Consequently, the Department has written to CPAG about the report, outlining the up to date position on these issues and inviting CPAG and his Honour Judge Sir Stephen Sedley, who wrote the report’s foreword, to meet to discuss these matters.</p><p> </p><p>The Department will continue to make improvements to Universal Credit to ensure that we provide claimants with the information they need to understand their Universal Credit award.</p>

answer text <p>Work on the evaluation of the lower benefit cap is ongoing. The impact evaluation uses a complex methodology that must first isolate the impacts of the lower cap from the original cap, and then analyse how these impacts differ across geographical regions and household types. It is important to ensure that the methodological approach is robust, and the Department has contracted the Institute for Fiscal Studies, independent experts, to advise on the evaluation design and peer review the results for the duration of the project.</p><p> </p><p>Work is progressing well, but in order to ensure that the evaluation design is as rigorous as possible we have decided to extend the timeframe over which we conduct the analysis.</p><p> </p><p>The impact evaluation findings will provide crucial context for the interpretation of the other strands of the evaluation; the claimant survey and local authority case study research undertaken by the National Centre for Social Research (NatCen).</p><p> </p><p>The full evaluation will be published when the peer review of the impact evaluation is completed; we now anticipate this to be in Autumn 2019.</p>

answer text <p>For legacy benefits (JSA, IS and ESA), where a claimant notifies DWP they are disputing liability for the debt the deductions are stopped until this is resolved.</p><p><strong> </strong></p><p>Deductions for arrears of fuel charges are taken from UC as a last resort when other recovery methods have failed and it is considered to be in the best interests of the claimant and their family to prevent the risk of fuel disconnection. However, if a claimant provides evidence that the deductions should not be made, a DWP Decision Maker would consider whether the deduction should continue. Disputes about the amount of arrears a utility company say a claimant has are to be resolved between the claimant and their utility provider.</p> more like this
