answer	answer is ministerial correction date of answer 25/03/2019 answer text <p>Once someone has been awarded Personal Independence Payment (PIP), which can be paid at one of eight rates, that award will be reviewed. Reviews of PIP are a key part of the benefit to ensure that awards remain correct where needs may change (including where needs increase and the award may need to increase) and that we maintain contact with the claimant, both features that are missing from its predecessor Disability Living Allowance. The length of an award is based on an individual’s circumstances and can vary from nine months to an on-going award, with a light touch review after ten years.</p><p> </p><p>We introduced updated guidance for case managers and an updated PIP Assessment Guide in 2018 which will ensure that those people who receive the highest level of support under PIP, and where their needs are unlikely to change or may get worse, will now receive an ongoing award with a light touch review at the ten-year point. In line with PIP’s aim to be needs-based rather than condition-based, the change to the guidance is not condition specific. However, we believe the changes will ensure that those with severe and/or progressive conditions receive the most appropriate award duration that reflects their condition and the needs arising.</p><p> </p><p>Special considerations also apply to claimants who are terminally ill, and our arrangements recognise the particular difficulties faced by people who only have a short time to live. answer	answer is ministerial correction date of answer 20/03/2019 answer text <p>Personal Independence Payment (PIP) is a more modern, dynamic and fairer benefit than its predecessor, Disability Living Allowance (DLA), designed to focus support on those experiencing the greatest barriers to living independently. DLA had not been fundamentally reformed since it was introduced over 25 years ago and it lacked some of the basic checks and reviews that are integral to most other State-funded support.</p><p> </p><p>Built on rules developed for disability benefits created in the 1970s, DLA was also a product of its time, focusing primarily on physical disabilities, whereas we now have a better understanding of the needs of individuals with mental health conditions, learning difficulties, and sensory impairments like blindness. Understanding of conditions like autism has also changed measurably. That is why we introduced PIP. Reform of DLA had long been overdue and the benefit had to be changed to better support disabled people to lead independent lives as they want to today. PIP provides an opportunity to better target support for disabled people and to enable them to lead full, active and independent lives.</p><p> </p><p>At the core of the benefit’s design is the principle that awards of the benefit should be made according to a claimant’s overall level of need; entitlement being assessed on the basis of the needs arising from a health condition or disability. It is intended to act as a contribution <br>towards the extra costs that arise as a result of a long-term health condition or disability. The MR process was introduced as an opportunity to review the original decision and consider any additional evidence provided by the claimant since the original decision was made.</p><p> </p><p>We want every claimant to have a quality assessment.
