answer text <p>Public health including restrictions of products that are high in fat, sugar and salt is devolved in Wales and is therefore the responsibility of the Welsh Government. UK Government officials from DHSC engaged with their Welsh Government counterparts earlier in the year to update each other on their policies on this matter.</p><p> </p><p>Legislation to restrict the placement of products high in fat, sugar and salt (HFSS) came into force in England on 1 October 2022. The regulations also require the restriction of promotions on HFSS products by volume price. This includes multibuy deals such as ‘buy one, get one free’ or ‘3 for 2’. Given the current challenges caused by higher food prices, this government does not want to take action now that could risk contributing further to the rise. Therefore, the UK Government are further delaying the volume price promotion restrictions, whilst we monitor the continued impact of the unprecedented global economic situation. These restrictions are now due to come into force on 1 October 2025.</p><p> </p><p>Meal deals are generally targeted as lunch options for adults to consume on the go that day rather than being stockpiled at home, and they aim to reduce the cost of a single meal. Therefore, it was decided that these types of price promotions will not be in the scope of the restrictions in England.</p>

answer text <p>My officials and I have discussions with the Welsh Government on a wide range of transport matters. The power for setting local speed limits was devolved to the Welsh Government as part of the Wales Act 2017. In terms of the 20mph speed limits, it is disappointing that the Welsh Government seems to be ignoring its own impact assessments, which suggest that the damage to the Welsh economy could be as much as £4.5 billion.</p><p> </p><p>Local Authorities in England have the power to set 20mph speed zones where appropriate and the UK Government has no plans to introduce default or national 20 mph speed limits in urban environments.</p><p> </p> more like this

answer text <p>As an open economy, this Government welcomes and encourages investment where it supports the Prime Minister’s goal of boosting UK growth and jobs, meets our stringent legal and regulatory requirements, and does not compromise our national security. answer text <p>In November 2023, Arts Council England (ACE) announced the outcome of its 2023-2026 Investment Programme. This will support 985 organisations, including the Welsh National Opera’s (WNO) activities in England. The decisions made by ACE about the allocation of funding for this Investment Programme were taken at arm’s length from the Government. This is in accordance with the well-established process, which is published on ACE’s website and made clear in the guidance for applicants. As such, central government does not review individual decisions.</p><p> </p><p>The WNO will still receive £4 million per year during the 2023-2026 Investment Programme. They are also receiving a one-off investment of £3.25 million as part of ACE’s Transform Programme.</p> more like this

However, the UK Government is working closely with the Welsh Government on cross-border rivers like the River Wye.</p><p> </p><p>On 30 May 2023, the DEFRA Secretary of State and Welsh Government’s Deputy Minister for Climate Change, Lee Waters MS, visited Hereford to discuss the River Wye at a roundtable with Hereford Council local environmental groups and farming representatives.
