answer text <p>The Government has not made any cost-benefit analysis of the impact of HS2 on carbon monoxide emissions.</p><p> </p><p>The HS2 Economic Case quantifies the impact of HS2 on non-traded direct Greenhouse Gas emissions (which include carbon dioxide, methane and nitrous oxide) resulting from changes in petrol/diesel use from road and rail passenger transport as a result of HS2. This analysis estimates that the full HS2 Y-Network generates benefits of £101 million (2011 prices, NPV) from reduced non-traded Greenhouse Gas emissions.</p> more like this

answer text <p>In line with the Government's policy set out in the March 2012 Command Paper, which is for a market-led approach to rolling stock, the Government does not believe that the cascade of units between franchises should be planned by officials within the Department for Transport.</p><p> </p><p>When proposals arise, such as the transfer of the nine Class 170 trains from TransPennine, officials will work with industry to help find a solution, but the Department has made it clear that it expects train operators and rolling stock companies ultimately to resolve such situations.</p> more like this

However, we are conscious that where operators are in receipt of revenue support, in some cases it may be appropriate to strengthen the incentive, particularly later in the franchise term. answer text <p>The Government understands from the owner of the Class 142 fleet that a new final drive system is being fitted, which will require less maintenance and overhaul than to continue to maintain the old equipment. The operators of this fleet will see a benefit from fewer reliability issues and fewer out of course oil changes and wheelset changes due to final drive issues. answer text <p>Petitioners are not required to set up a new email account to receive their Petition Response Document (PRD) electronically. Ensuring that petitioners receive their PRD in a timely manner is an important part of the petitioning process. The use of the Egress email system ensures that the file size limits imposed by email service providers do not prevent petitioners receiving their PRD. It also avoids the delays and inconvenience that can arise if documents are posted in hard copy, and are delayed or delivery is attempted when the petitioner is not at home. These are issues that people have complained about before, so HS2 Ltd has listened and deployed a better solution. In addition, at the request of the Select Committee, petitioners will be offered alternative means of receiving their PRD other than Egress.</p> more like this

answer text <p>Egress is an email system used by many government departments, NHS trusts and local authorities, including the London Borough of Camden, for communicating externally. It does not provide HS2 Ltd with any abilities to track or monitor emails sent by others. Petitioners will use Egress to download their petition response document; it will not be attached to an email. HS2 Ltd will only be able to confirm if and when the Petition Response Document (PRD) has been downloaded. Once downloaded, the PRD can be saved and copied, and circulated to others, subject to the constraints of email service providers on large files.</p> more like this

answer text <p>The proposals published by the European Commission on 30 January 2013 would, if adopted, strengthen requirements for the formal separation of infrastructure manager and train operator responsibilities. The proposals make no assumption about the status of the infrastructure manager. They do, however, require the competitive tendering of rail public service contracts in most circumstances.</p><p> </p><p>There is no particular bar on public companies competing for such tenders, and exemptions to tendering are proposed for small networks and in emergency situations.</p><p> </p><p>The Italian Council Presidency (Jul-Dec 2014) intends to start Member State level Working Groups about the market opening proposals in July. As these proposals are still under discussion it is too early to say what we think the effect is likely to be.</p> more like this
