answer text <p>All drivers must be able to meet the required visual acuity and visual field standards, which includes being able to read a number plate from 20 metres. Drivers are also legally responsible for notifying the Driver and Vehicle Licensing Agency (DVLA) at any time of a change in their health or vision which may affect their ability to meet the appropriate standards.</p><p> </p><p>The Government fully supports the NHS’ recommendation that adults should have their eyes tested every two years. The DVLA is carrying out an online awareness campaign highlighting the importance of good vision for safe driving. Also, in 2016, the DVLA changed its driving licence application forms to highlight the importance of having regular eyesight tests. The photocard driving licence renewal letter the DVLA sends to drivers is also being amended to include this important message.</p> more like this

answer text <p>The Government is committed to improving wifi and mobile connectivity for rail customers.</p><p> </p><p>The Department has taken steps to improve the wifi on rail services to and from York by putting in place requirements for the provision of wifi on the relevant franchises (Cross Country, East Midlands, First TransPennine Express, Northern and Virgin Trains East Coast). Good progress has been made and this work is due to be completed by 2020.</p><p> </p><p>Furthermore, we are working with the Department of Digital Culture, Media and Sport (DCMS) to see what further improvements can be made to mobile connectivity on trains. A joint Call for Evidence, published on 28 December 2017, is seeking views to inform our thinking on policy and delivery, and support the ambition to have digital connectivity on our railways that meets passenger expectations. The results will be published later in 2018.</p> more like this

answer text <p>Officials from the UK and Welsh Governments are in regular contact on a range of issues. The Welsh Government has recently consulted on proposed changes to the licensing of taxi and private hire vehicles and once a response is issued an informed discussion of any cross-border implications issues can be held. There have been no recent Ministerial discussions between the Department for Transport and the Welsh Government regarding regulation of this sector, but I will be happy to engage fully with Welsh minsters on these issues.</p> more like this

answer text <p>There are a number of factors that may explain the fall in bus patronage on local bus services seen in recent years. These include:</p><p> </p><ul><li>Transport for London attribute the fall in bus patronage in London in the last three consecutive years to increased congestion and road works which has affected bus performance by reducing average bus speeds. This may also result in people switching to other modes of transport such as light rail.</li></ul><p> </p><ul><li>Car ownership: Household car ownership remains high and is likely to have contributed to falling bus patronage. Data from the National Travel Survey (NTS) shows that 77% of households in England owned at least one car or van in 2016, up from 75% in 2010.</li></ul><p> </p><ul><li>Online shopping: The growth in online shopping in recent years may have led to a fall in people using the bus for shopping trips. Data from the National Travel Survey shows that there were 13 shopping trips per person per year on local bus in England in 2016, down from 19 per person per year in 2010.</li></ul><p> </p><ul><li>Reductions in local authority supported services: Vehicle mileage on local authority supported services in England outside London has decreased each year since peaking in 2009/10.</li></ul><p> </p><p>The Bus Services Act 2017 presents local authorities with new powers to bring about change, and unlock the potential for the bus industry to achieve more for passengers. In particular, new enhanced partnership and advanced quality partnership powers provide the framework for authorities to work side by side with operators to set a shared vision for bus services in their area.</p>

answer text <p>The Department has devolved £773,409 of BSOG funding directly to Cornwall County Council. It is for each local authority to decide how to precisely spend their devolved BSOG grant, however funds may only be used to support bus services, which includes community transport services run under a section 19 permit.</p><p> </p><p>The Department paid £505,868 excluding VAT in grant funding to eleven community transport operators in Cornwall, toward minibuses to use for the benefit of their passengers from the Department’s Community Minibus Fund (CMF). The North Cornwall constituency will receive some of this CMF support.</p><p> </p><p>The Department also paid £2,681 directly to four community transport operators in the North Cornwall constituency in the 2016-17 financial year through BSOG.</p> more like this
