answer text <p>The information requested is being withheld under section 22 (1) of the Freedom of Information Act 2000 because it is intended for future publication. In applying this exemption we have had to balance the public interest in withholding or disclosing the report. The Department for Transport found the balance to be in favour of withholding at this time.</p><p> </p><p>The request raised complex public interest considerations. As allowable under the Freedom of Information Act 2000, the department extended the response time limit by 20 working days in order to assess whether the public interest was in withholding or disclosing the information. The Noble Lord was informed of this extension on 21<sup>st</sup> December 2017.</p> more like this

In all cases HS2 Ltd are seeking to ensure maximum value for money for the UK taxpayer and releasing detailing information regarding the cost estimates for these contracts may put HS2 Ltd at a commercial disadvantage and consequently it is not appropriate to release this information.</p><p> </p><p>We are committed to delivering Phase 1 within the total funding envelope of £27.18bn (in 2015 prices).</p> more like this

answer text <p>When the Secretary of State announced the twelve month extension of the existing Great Western franchise agreement from March 2019 to March 2020 on 29 November 2017, he also announced a further directly awarded two-year franchise to 2022 and a full public consultation on the future of the Great Western franchise. The rationale for these decisions is set out in the consultation document. The franchise to 2022 will be based on a new franchise agreement informed by the feed-back received from the public consultation.</p> more like this

answer text <p>In April 2017 the Government published the first ever statutory Cycling and Walking Investment Strategy (CWIS) for England. The CWIS details the Government’s plans for increasing cycling and walking, and identifies £1.2 billion of funding which may be invested until 2021.</p><p> </p><p>Since the publication of the Strategy, the Department has identified additional funding for cycling and walking schemes, including around £77 million of support for schemes via the National Productivity Investment Fund. The Government also announced a new £1.7 billion Transforming Cities Fund in the Autumn Budget which will allow a number of cities to support projects aimed at improving local connectivity, which could include by boosting cycling and walking. The Department has recently announced a further £4m of funding for the cycle rail programme to improve cycle storage facilities at railway stations, and has commenced a major programme of technical support to help 44 local authorities in England to develop their Local Cycling and Walking Infrastructure Plans (LCWIPs).</p><p> </p><p>The Department also announced a Cycle Safety Review in September 2017, which will consider ways of making the roads safer for cyclists and pedestrians, and so help encourage confidence in cycling. Further details of the Review will be announced shortly.</p>

answer text <p>OLEV grants are available to bridge the cost gap between electric vehicles and internal combustion engine equivalent road vehicles. We do not plan at this stage to extend grant funding to e-bikes and e-cargo bikes. The Government recognises the significant potential benefits associated with e-bikes, and its plans to boost all forms of cycling are set out in the statutory Cycling and Walking Investment Strategy, published in April 2017. The Department has supported various e-bike initiatives in recent years, and some e-bikes are eligible for support under the Government’s cycle to work scheme.</p> more like this

answer text <p>Financial incentives help to offset the upfront price premium of an electric vehicle and are therefore important to encouraging motorists to make the switch, and have been made available by Government for the past seven years.</p><p> </p><p>We have a support package worth nearly £1.5 billion to encourage early market growth, including a variety of grant funding schemes such as the Plug-in Car Grant, which offers up to £4,500 off the cost of a new electric car. There are also grants to put the necessary charging infrastructure in place and positive incentives for electric vehicles in the UK tax framework.</p><p> </p><p>These incentives support our ambition to end the sale of new conventional petrol and diesel cars and vans by 2040, helping to meet our long term climate and air quality goals as well as positioning the UK as a global leader in electric vehicle technology and use.</p> more like this
