answer text <p>HS2 Ltd is following an established process of risk management to ultimately ensure the stability of high-speed rail infrastructure in all areas. This includes detailed desk study (the acquisition and interpretation of existing available data), field investigation including geological survey, interpretation of ground conditions, design, construction and maintenance through operation.</p><p> </p><p>At each stage the level of site-specific knowledge increases and the risk is reduced. Mining-related hazards will be investigated within this process, and will be mitigated. Voiding in the ground due to the presence of mineworkings is such a hazard, since if left untreated it could result in sinkholes.</p> more like this

answer text <p>HS2s design complies with the EU Technical Specifications for Interoperability (TSI) as required under Railways (Interoperability) Regulations 2011. These specifications define the basis of an integrated mainline railway covering rolling stock; energy; infrastructure; control, command &amp; signalling, safety in railway tunnels and persons of reduced mobility structural and transverse subsystems.</p><p> </p><p>In addition HS2 is compliant with wider UK legislation (e.g. the Railways Act 1993 or various electrical safety legislation etc) which imparts additional requirements and standards onto the railway.</p><p> </p><p>HS2 Rolling stock is also compliant with the Railway Group Standards (RGSs) and (where appropriate) Railway Industry Standards (RISs) as this is part of the licence conditions for operating on Network Rail infrastructure.<em> </em></p> more like this

answer text <p>No targeted workshops or surgery sessions have been held specifically on the HS2 Need to Sell (NTS) scheme since 9 May 2018.</p><p> </p><p>Guidance has been given on all HS2 property support schemes – including the NTS scheme - at general HS2 events. This includes over thirty public information events held by HS2 Ltd across the Phase 2b route during June and July this year.</p><p> </p><p>In addition, two land and property focused surgeries were held by HS2 Ltd in the Whitmore area on 15 August and 15 September. Individual sessions with residents were held, which included discussion on land and property compensation scheme options.</p><p> </p><p>HS2 Ltd continues to consider areas of the route which may benefit from targeted workshops and surgery sessions on the NTS scheme where acceptance rates are lower than average.</p> more like this

answer text <p>HS2 Ltd have developed proposals for the Prolonged Disturbance Compensation Scheme, for those who are likely to be particularly affected by HS2 construction work. These proposals were shared with local authorities in February 2018 and with local communities in June-July 2018 by way of engagement workshops held across the Phase One line of route. HS2 Ltd are reviewing the draft scheme in light of feedback received in response to the community and local authority engagement. The intention is to launch the scheme as soon as practicable.</p> more like this

answer text <p>The new HS2 stations, platforms will be circa 1115mm above rail height. The existing Network Rail stations platforms are nominally 915mm above rail height but for historical reasons there can be a variation between different stations. HS2 trains will be equipped with a moveable gap filler that deploys automatically before the doors open and provides level access between the train and platform at HS2 stations.</p><p> </p><p>Manual boarding ramps will also be provided on board the train and at stations, which will be deployed by a member of staff when needed to provide step-free access from platform to train for the range of platform heights encountered at Network Rail stations.</p> more like this

answer text <p>HS2 Ltd currently employ 1,255 permanent employees. 427 individuals directly work in the Phase One Directorate. The remaining workforce includes those working on Phase 2, in addition to employees in enabling teams that support the delivery of the new railway.</p><p> </p><p>There are 4 agency staff also working in the Phase One Directorate. HS2 Ltd does not hold information on the number of consultants and contractors working on Phase 1, as services are contracted through third party companies.</p><p>The Department for Transport also employs 28 permanent employees and 1 contractor working in the HS2 Phase One Directorate.</p><p>Both HS2 Ltd and the Department for Transport are committed to transparency and publish information about our workforce in the respective Annual Report and Accounts.</p><p>All numbers are based on headcount.</p> more like this

answer text <p><strong> </strong></p><p>HS2 was set-up as the delivery body for the High Speed 2 rail project in 2009 to oversee the delivery of the new railway. The relationship between the Department for Transport (DfT) and HS2 Ltd is underpinned by the Development Agreement and Framework Document, which have been revised as the project has progressed.</p><p> </p><p>Under the agreement and the Framework Document there is rigorous and regular reporting and audit activity as you would expect for any arm’s length body – including on land and property (L &amp; P) matters.</p><p> </p><p>Ultimately it is for the HS2 Ltd Board and Executive to ensure that the company complies with its wider set of obligations and internal established operating procedures (including those for L &amp; P).</p> more like this

answer text <p>HS2 Ltd remain committed to delivering a transformational project for the UK. Each Phase of the HS2 project is subject to ongoing oversight by the Department for Transport and to regular assessment by the Infrastructure Projects Authority (IPA) to assess the likelihood of successful delivery. The IPA recently described the HS2 programme as ‘on target to be completed on time and on budget’.</p><p> </p><p>Phase 2a and 2b of HS2 are intended to improve connectivity between Birmingham and the East Midlands, Leeds and Manchester and other destinations in the North of England and Scotland. It is determined to ensure they are properly compensated in a timely manner and treated with compassion, dignity and respect.</p><p> </p><p>That is why the Government introduced an exceptional package of property compensation schemes across the whole route that are generous and comprehensive, and go beyond what is required by law.
