answer text <p>The Intercity Express Programme (IEP) Invitation to Tender was published by the Department in 2007. The Invitation to Tender included a technical specification, the purpose of which was to ensure compatibility between the train and infrastructure, by providing railway infrastructure information to support the development of the train design. Therefore Hitachi are required to work with Network Rail to ensure that the train is compatible with the existing East Coast Main Line (ECML) infrastructure. The signalling system on the ECML has not been upgraded ahead of the introduction of the Intercity Express Programme trains.</p> more like this

answer text <p>As outlined in the “Short-term Intercity East Coast train operator 2018 Options Report” the introduction of the new Intercity Express Programme (IEP) train fleet will see a new cost and revenue base for London North Eastern Railway (LNER) and subsequently direct comparisons to Virgin Trains profitability prior to 24 June 2018 will be limited. This would also have been the case had the contract stayed with Virgin Trains and Stagecoach. The East Coast franchise is a fundamentally good business which continues to deliver strong revenues to the government.</p> more like this

answer text <p>The Secretary of State has been clear in his statement to Parliament that his decision on which option to take when establishing the next operator will be made in accordance with the following key principles:</p><p> </p><ol><li>Protecting the interests of passengers.</li><li>Preserving the interests of taxpayers, by ensuring value for money.</li><li>Supporting investment and improvement in the railway, including the deployment of the new InterCity Express trains on the East Coast mainline.</li></ol><p>The decision will be taken in a transparent way; the Department’s assessment of the option will be published and it will be properly validated.</p><p> </p><p>The Department is developing plans to introduce the East Coast Partnership (ECP) - the first of the new generation of long term regional partnerships that will bring together the operation of track and train for the benefit of passengers. The ECP will be a partnership between the public sector and a private partner; the private partner will be procured through a competitive process in order to ensure the best outcomes for passengers and value for money for taxpayers. The ECP will build on the best of the public and private sectors, with private sector involvement bringing innovation, investment and competition.</p>
