answer text <p>Information on the average time taken to respond to correspondence received from members of the public and Members of Parliament writing on behalf of constituents is not recorded. The Driver and Vehicle Licensing Agency (DVLA) is working hard to answer correspondence as quickly as possible and has also added extra resource to the team that deals with enquiries from honourable members.</p><p> </p><p>The quickest and easiest way to make an application to the DVLA is to use its extensive suite of online services. There are no delays in successful online applications and customers should receive their documents within a few days.</p><p> </p><p>However, many people still choose or have to make a paper application and the DVLA receives around 60,000 items of mail every day. To help reduce waiting times for paper applications, the DVLA has introduced additional online services, recruited more staff, increased overtime working and has secured extra office space in Swansea and Birmingham. The DVLA has reconfigured its accommodation to safely maximise the number of staff on site and is working hard to process paper applications as quickly as possible.</p><p> </p><p>Throughout the pandemic the DVLA’s contact centre has actively managed its operation and flexed the services for customers in line with the available resources. This has included procuring the use of an additional building to increase the number of staff able to take calls within the social distancing guidelines. Remote working has been increased and additional staff are being recruited.</p><p> </p><p> </p>

The DVLA has been working with a significantly reduced number of staff on site to ensure social distancing in line with Welsh Government requirements. Industrial action between April and the end of August by members of the Public and Commercial Services union and the current increased demand for the DVLA’s services has also contributed to delays with paper applications.</p><p>To help reduce waiting times for paper applications, the DVLA has introduced additional online services, recruited more staff, increased overtime working and has secured extra office space in Swansea and Birmingham. The DVLA has reconfigured its accommodation to safely maximise the number of staff on site and is working hard to process paper applications as quickly as possible. The latest information on turnaround times for paper driving licence applications can be found <a href="https://www.gov.uk/guidance/dvla-coronavirus-covid-19-update" target="_blank">here</a>.</p><p>These measures are having a positive impact. The queues are reducing, and customers will continue to see an improving picture in terms of turnaround times.</p><p> </p><p> </p>

answer text <p>There are no plans for the Driver and Vehicle Licensing Agency (DVLA) to routinely return identity documents via a tracked postal method. The DVLA advises applicants that if they enclose a stamped, self-addressed special delivery or signed for envelope with their application, documents will be returned in those envelopes. This information is shown on the DVLA’s application forms.</p><p>In January, the DVLA introduced a facility for foreign nationals to evidence their identity and residency digitally. Those who have been issued with digital confirmation of their immigration status by the Home Office can generate a nine-digit share code through the <a href="https://www.gov.uk/view-prove-immigration-status" target="_blank">View &amp; Prove your immigration status</a> service which can be used support an application for a driving licence. This will reduce the number of physical identity documents that need to be sent to the DVLA.</p><p> </p><p> </p> more like this

answer text <p>The quickest and easiest way to apply for a driving licence is to use the Driver and Vehicle Licensing Agency (DVLA)’s online services. There are no delays in successful online applications and customers should receive their licence within a few days.</p><p>However, many people still choose or have to make a paper application. The DVLA receives around 60,000 items of mail every day. Currently, paper driving licence applications are likely to take six to ten weeks to process. The latest information on turnaround times for paper driving licence applications can be found <a href="http://www.gov.uk/guidance/dvla-coronavirus-covid-19-update" target="_blank">here</a>.</p><p>Specific information about the average waiting time for a person to receive their driving licence is not held but it takes an average of three days for mail issued by the DVLA to be received by the customer. The average time taken to process paper driving licence renewal applications between April and October 2021 was 32 working days for routine applications for entitlement to drive cars and motorcycles and 21 working days for routine applications for vocational licences. Applications where the driver has a medical condition that must be investigated before a licence can be issued will take longer.</p><p> </p><p> </p>

answer text <p>The Driver and Vehicle Licensing Agency (DVLA)’s online services are the quickest and easiest way to renew a driving licence. There are no delays in successful online applications and customers should receive their driving licence within a few days. However, many people still choose or have to make a paper application for a driving licence and the DVLA receives 60,000 items of mail each day. The latest information on turnaround times for paper driving licence applications can be found <a href="http://www.gov.uk/guidance/dvla-coronavirus-covid-19-update" target="_blank">here</a>.</p><p>The DVLA has introduced additional online services, recruited more staff and has secured extra office space in Swansea and Birmingham to house more staff to help reduce waiting times while providing future resilience and business continuity.</p><p>These measures are having a positive impact. In particular, the focus on vocational driving licence applications to support the HGV driver shortage has been successful with routine vocational applications now being processed within normal turnaround times. Backlogs are also reducing in other areas.</p><p>The DVLA understands the impact that delays can have on people’s everyday lives and is working as quickly as possible to process paper applications and return people’s documentation to them.</p><p>I am pleased to say that the speed of reducing the number of paper applications awaiting processing will be improved by the recent positive news that the Public and Commercial Services Union (PCS) did not reach the minimum threshold of a 50 per cent turnout in its recent ballot of members to continue industrial action.</p><p> </p>
