The service will build on insights gathered from over 2000 employers and around 400 training providers. On an output per hour basis, productivity was 1.7% higher in 2015 compared to 2008.</p><p>Increasing productivity growth remains one of the key economic challenges for this Parliament. answer	answer is ministerial correction date of answer 13/04/2016 answer text <p>The Department for Business, Innovation and Skills (BIS) is committed to ensuring that all of its key policies and programmes are based on high quality evidence and subject to robust monitoring and evaluation. The foundation for this vision was set out in the Department’s Evaluation Strategy published in December 2014 and the first update - BIS Evaluation Plan 2016.</p><p>A substantial amount of work is undertaken across the Department to better understand, and develop, the evidence underpinning investment options. For example, in preparation for Spending Review 2015, the Department thoroughly reviewed its evidence base, through Evidence Challenge Panels (ECP) and an Investment Gateway (IG) process. The ECP membership consisted of Directors of spend areas and provided senior peer review of work underway to address the key evidence gaps and to support longer term planning to develop BIS’ evidence base. The IG was set up to support prioritisation of spend and ensure investment decisions are based on robust business cases consisting of strategic, economic, financial, management and commercial assessments. The IG panel includes the chief analyst and DG finance. The Department’s vision for monitoring and evaluation is outlined in our Evaluation Strategy, found on the GOV.UK website.</p><p> </p><p>In particular:</p><p> </p><ol><li>For all new spending the Department ensures fit for purpose monitoring and evaluation plans are embedded before policy implementation.</li><li>The Department publishes an updated summary of the monitoring and evaluation coverage for each policy area on an annual basis. Further jobs are supported by investment, for example through construction of advanced facilities or improved Science, Technology, Engineering and Maths skills. However, job creation is not the primary aim of science capital projects, and has not been measured for each project, so it is not possible to provide the information requested.</p><p> </p><p>The Government recognises that research is vital to our wellbeing and future economic success.
