answer text <p>We have removed controls on the number of students who can attend higher education courses at publicly-funded higher education institutions and further education colleges in 2015/16. This will allow anyone with the ambition and ability to go on to higher education. The number of new entrants will depend on the decisions of applicants and institutions.</p> more like this
