answer text <p>The Noble Baroness will be aware that in August officers from the Police Service of Northern Ireland made a number of arrests under the Terrorism Act in connection with an ongoing investigation into the activities of the New IRA. Ten people have now been charged with a range of terrorism offences. answer text <p>The UK Government made legislation establishing a victims’ payments scheme in January. It did so both to fulfil its legal obligation and because it is committed to doing what it can to progress a scheme that has been delayed by political disagreements for too long.</p><p>The Regulations provide for the Executive Office to be able to provide funding to the Department responsible for supporting the Victims’ Payments Board. The devolved funding settlement means that the Executive is funded through the Block Grant together with its own revenue raising capabilities to fund its statutory responsibilities, including this scheme.</p> more like this

answer text <p>The Government has worked closely with the NI Executive to support the businesses and employees of Northern Ireland throughout the pandemic by offering unprecedented levels of financial support to ensure their survival and to protect the productive capacity of the economy. The Government remains committed to supporting local economies to not only recover from the impacts of the pandemic but to thrive and grow as we emerge from the lockdown. <br></p><p>In the short term we have provided as much support as possible through UK-wide schemes, including the Self-Employed Income Support Scheme (SEISS), the Coronavirus Job Retention Scheme (CJRS) and government-backed loans. In NI, at least 330,000 individuals and companies have benefited from these schemes to date.</p><p> </p><p>The Winter Economy Plan of 24 September has extended SEISS until 21 April 2021. It introduced a new Job Support Scheme, which will ensure an employee who is working 33% of their normal hours will receive 77% of their pay. A reduced 5% rate of VAT for hospitality and leisure firms has been extended until 31 March 2021. The coronavirus government-backed loan schemes have been extended to 30 November, with greater flexibility introduced for the repayment of Bounce Back Loans.</p><p> </p><p>In addition to this UK-wide support, £2.2bn of additional departmental funding has been allocated to the NI Executive to enable a strong and sustainable recovery from this crisis.</p><p> </p><p>As we look forward, we will continue to do all we can to support the Executive to grow the NI economy: driving up innovation and productivity, making sure NI is well-connected to the rest of the UK and the world, and promoting Northern Ireland and its exports and talents as we level up opportunities for all.</p><p><br></p>

answer text <p>There will be no new customs infrastructure in Northern Ireland. These rules will be administered by the UK authorities, who can exercise their discretion on when goods need to be checked.</p><p> </p><p>We have always been clear that some process will be required on goods entering Northern Ireland from Great Britain. Our proposals reduce this to the absolute minimum so that the integrity and smooth functioning of the UK internal market is protected. This includes, in order to respect the pre-existing status of the island of Ireland as a single epidemiological unit, some checks to help movements of live animals and agrifood from Great Britain into Northern Ireland.</p><p> </p><p>Processes such as these already happen at existing facilities at ports like Belfast and Larne. And we are continuing to work with NI businesses and the Northern Ireland Executive to ensure new administrative procedures at all points of entry are streamlined and do not affect the flow of trade.</p><p> </p><p>The Protocol obliges both the UK and EU to seek to streamline trade between Great Britain and Northern Ireland, and to avoid controls at Northern Ireland ports as far as possible. In line with that obligation, discussions with the EU are ongoing about the process by which controls are conducted, and their frequency, in line with the approach we set out in our May Command Paper.</p><p> </p><p> </p>

answer text <p>Her Majesty’s Government was placed under a clear legal duty to bring forward regulations on access to abortion services under section 9 of the Northern Ireland (Executive Formation etc.) Act 2019, given the Northern Ireland Executive was not restored by 21 October 2019.</p><p><br>The Government has delivered Regulations, which initially came into force on 31 March 2020, and these have now been approved by Parliament to remain in place as the law on access to abortion services in Northern Ireland.</p><p><br> The Regulations deliver equivalent outcomes in practice to the rest of the UK so that women and girls in Northern Ireland can enjoy similar rights in accessing abortion services.</p><p><br>The Government stands ready to provide whatever support and guidance we can to both the Northern Ireland Minister for Health and his department to assist them in progressing work to set up full abortion services as soon as possible, consistent with the Regulations.</p><p> </p> more like this

answer text <p>The Northern Ireland Protocol was implemented into domestic law by the European Union (Withdrawal Agreement) Act 2020. This gives effect to certain aspects of EU law in Northern Ireland for as long as the Protocol alignment provisions remain in force, for the purposes of avoiding a hard border on the island of Ireland.</p><p> </p><p>The delivery and implementation of the Protocol’s provisions, including any further legislation that is required, is for the UK Government and, where appropriate, devolved Northern Ireland authorities.
