answer text <p>The Senior Deputy Speaker has asked me, as Chairman of the Services Committee, to respond on his behalf.</p><p>House of Lords Catering and Retail Services (CRS) will be trialling the removal of straws from customer-facing areas in the catering outlets and bars managed by CRS. If the trial is successful we envisage a significant reduction in the volume of straws used. CRS are also investigating what alternative straws are available with improved environmental credentials, for example fully biodegradable alternatives or paper straws. CRS envisage that this review, being undertaken in conjunction with colleagues in the House of Commons, will be completed by the end of February.</p> more like this

answer text <p>Neither House has yet considered the recommendation of the Report of the Joint Committee on the Palace of Westminster (House of Lords Paper No. 41, HC 659, Session 2016–17), published in September 2016, that both Houses should leave the Palace temporarily while the essential restoration and renewal work is carried out. The future schedule for the Restoration &amp; Renewal Programme will depend largely on when both Houses take a decision on the preferred delivery option, and on what that decision is. If both Houses accept the Joint Committee’s recommendation, then it will be necessary to acquire, design and fit out temporary accommodation, and to complete the refurbishment of the House of Commons Northern Estate, before decant can take place. There will also be several years of design work, including consultation with Members of both Houses and more widely, which will be followed by a procurement phase for the works. The Joint Committee recommended the establishment, by statute, of an independent Sponsor Board and Delivery Authority to deliver the Programme. Assuming that a decision on the future direction of the Programme can be taken soon, we expect that this work could be completed in time for decant to take place in 2025.</p><p>The forecast cost of repair and maintenance of the Palace of Westminster from 2017/18 to 2021/22, the end of the current Medium Term Investment Plan period, is set out in the table below. answer text <p>The Senior Deputy Speaker has asked me, as Chairman of the Services Committee, to respond on his behalf.</p><p>House of Lords Catering and Retail Services (CRS) is taking a pro-active approach to reducing the use of disposable cups within the House’s catering facilities. The River Restaurant and Millbank House Restaurant both provide disposable cups, and in both areas CRS runs an incentive scheme for customers whereby the price of a hot beverage is reduced by 10p (broadly the price of a disposable cup) if a customer brings their own cup. We also provide china cups in the River Restaurant and Millbank House Restaurant and encourage customers to use these when they are dining in, instead of using a disposable cup.</p><p>Regarding procurement, CRS is not aware of a disposable cup for hot beverages that is fully bio-degradable, and until such a product becomes available CRS will have to continue with its current supply. CRS works closely with its suppliers to ensure it would become aware of any new appropriate products should they emerge.</p><p>Through the procurement process, CRS objectives include sourcing products that come from renewable sources (such as those supporting sustainable forestry or low carbon processes). The disposable hot beverage cups currently used are made from sustainable and recycled materials and are an insulated, double walled cup. This reduces disposable consumption by negating the need for an additional sleeve or the practice of customers doubling up cups if thinner, single walled cups are provided.</p><p>CRS has recently received accreditation from the Sustainable Restaurant Association, and looks forward to working alongside the Association to implement innovative solutions for reducing the amount of total disposable products, including cups, that are used across the House of Lords catering venues.</p>
