But we have not yet reached a final conclusion. However, I believe we are now close to concluding the first phase of the negotiations - and moving on to talk about our future trade relations. There is much common understanding, and both sides agree that we must move forward together. Our aims in this negotiation remain as they always have been.”</p><p> </p><p>“As was made clear by the comments from President Juncker and President Tusk yesterday, all parties remain confident of reaching a positive conclusion in the course of the week.”</p><p><strong> </strong></p><p>“In particular, on the issue of Northern Ireland and Ireland we have been clear that we want to protect all elements of the Good Friday (Belfast) Agreement, to maintain the Common Travel Area and to protect associated rights. We want to ensure there is no hard border between Ireland and Northern Ireland. We recognise that as we exit we must respect the integrity of the EU single market and the customs union.</p><p><strong> </strong></p><p>“But we are equally clear that we must respect the integrity of the United Kingdom. There remain some final issues to resolve, which require further negotiation and consultation over the coming days. We have not edited or redacted reports. At the time the motion was passed, and subsequently, we were clear that the documents did not exist in the form requested.</p><p>The Government has to be mindful of its obligations not to allow sensitive information to be public, so we have sought not to include commercially, market and negotiation sensitive information, but we have been as open as possible. However, the Secretary of State and I have made consistently clear that our analysis does not exist in the form of Impact Assessments.</p><p>Following the motion on 1 November, my department began collating our analysis into an accessible and informative set of reports for the Exiting the European Union Committee and the European Union Committee in the House of Lords. This has been a very substantial undertaking.</p><p>Cabinet Committee clearance was given on Monday 27 November and the reports were delivered immediately to the Committees. Since the referendum we have seen companies showing their confidence in the UK, with major investments announced by GlaxoSmithKline, Google and Apple, among others. The unemployment rate is at a 42 year low while the employment rate is near record highs.</p><p><strong> </strong></p><p>We have been engaging with businesses and industry bodies from all sectors of the economy and all regions of the UK in order to inform our negotiations with the EU.</p><p><strong> </strong></p><p>We must now look ahead to moving our discussions onto our future relationship. For this to happen, both parties need to build confidence in both the process and indeed in the shared outcome.</p><p><strong> </strong></p><p>We are ready to move these negotiations on. We continue to engage with businesses and industry bodies from all sectors of the economy, including the Federation of Small Businesses (FSB) and the British Chambers of Commerce (BCC) , in order to inform our negotiations with the EU.</p><p>Furthermore, our future partnership paper Future customs arrangements published in August 2017 sets out our aspirations for the UK’s future customs arrangements. The paper set out key customs issues that form part of the UK Government’s approach to the new partnership with the EU. This reflects the deep engagement the Government has sought from external parties with expertise on each policy area, and draws on the very extensive work undertaken across Government since last year’s referendum.</p><p>As we have said before, we recognise that businesses and people will need time to adjust, and to allow new systems to be put in place. The Department has established a series of arrangements to coordinate departments’ planning and delivery.</p><p> </p><p>As indicated in the National Audit Office report, departments have identified Exit work streams that are used to structure engagement with DExEU. The structure and development of work streams is part of ongoing cross-Government work to develop and assess potential policy options.
