It would mean creating a customs border down the Irish sea and breaking the integrity of the UK. The proposals we have put forward for our future economic relationship would allow both sides to meet our commitments to the people of Northern Ireland in full. We are working hard to get a deal on that basis. Two rounds of initial discussions have taken place with the Article 50 Task Force on science and innovation, the first on 22 May and the second on 7 June. Both sets of discussions were constructive, demonstrating a strong case for continued collaboration in this area.</p><p>This science and innovation accord will be underpinned by the UK’s wider agreements with the EU, including those on data sharing and protection. As the Prime Minister set out, the UK is seeking a strictly time-limited implementation period, based on the existing structure of EU rules and regulations, during which the UK and the EU would continue to have access to one another’s markets on current terms, and the UK would take part in existing security measures.</p><p>The Commission’s own Article 50 guidelines published in April also make provision for such a period of transition. The Department for Exiting the European Union now has over 450 staff based in the UK plus the expertise of over 120 officials in Brussels. We regularly review headcount to ensure we are appropriately staffed to deal with all aspects of the negotiations.</p><p><br>The Department is continuing to recruit the brightest and the best from across the civil service, the wider public sector and the private sector. On 13 August, the Chancellor of the Exchequer announced that the UK Government would guarantee CAP Pillar 1 payments throughout the UK until 2020. On the 3rd October, the Chancellor of the Exchequer announced that the UK Government would guarantee CAP Pillar 2 funding for rural development policies, including agri-environment schemes signed before the Autumn Statement and those signed after the Autumn Statement providing they are in line with strategic domestic priorities and are good value for money. The Secretary of State for Exiting the European Union visited Northern Ireland on 1 September and I visited on 5-7 October. We engaged with the Northern Ireland Executive and key representatives of businesses and civil society, including roundtables with the retail, hospitality and agrifood sectors and the Northern Ireland Council for Voluntary Action. I have also had discussions with Northern Ireland Executive Ministers for Justice, Communities and Infrastructure.
