<p>The Government is clear on the need for action to tackle emissions from the whole
economy – including emissions from international aviation and shipping. Emissions
from domestic flights and shipping are already covered by our existing domestic legislation
and our carbon budgets provide “headroom” for the inclusion of international aviation
and shipping emissions. This will continue to be the case for a net zero target.</p><p>
</p><p>Emissions from international aviation and shipping are a global problem requiring
a global solution. That is why we are working closely with the relevant international
organisations, the International Maritime Organization and International Civil Aviation
Organization, to ensure we and the rest of the world are taking ambitious action.</p>
