answer text
Responsibility for addressing competition and consumer protection issues within markets lies with the Competition and Markets Authority (CMA). The CMA’s predecessor, the Office of Fair Trading (OFT) carried out a market study in 2001 on consumer IT goods and services, including the printer and cartridge market. Its main finding on this market was that consumers found it difficult to identify lifetime cost of ownership. The OFT worked with the industry to introduce a labelling scheme to help consumers to consider both purchase price and running costs.
more like this

answer text
The Government is committed to supporting families. In order to achieve this, in 2014 we introduced the Family Test, which aims to ensure that impacts on family relationships and functioning are recognised early on during the process of policy development and help inform the policy decisions made by Ministers.

The majority of BEIS policy areas do not have a direct impact on the formation, make-up, or breakdown of families. However, where these impacts are relevant, the Family Test is applied to policy changes in a proportionate manner. Officials leading directly on the policy development are responsible for undertaking this analysis, and for advising Ministers on these impacts.

When applicable, analysis on family impacts is included within impact assessments, which are publically available. This analysis is usually qualitative in nature, as it is difficult to make quantitative estimates on the impacts from policy changes. Following implementation of the policy, BEIS monitors and reviews its impacts in a proportionate manner.

answer text
Stephen Haddrill, the Chief Executive Officer of the Financial Reporting Council (FRC), was appointed Accounting Officer on 01 August 2017.

The Department for Business, Energy and Industrial Strategy concluded in 2017 that the FRC will remain a public sector body. Following this decision, work has been undertaken to review all relevant guidelines including pay guidance. During the period in which the status of the FRC as a public body was the subject of or pending public status review, decisions on the application of the guidelines were taken by Departmental officials under delegated authority. Therefore, the remuneration of the FRC’s Accounting Officer was not subject to public sector pay considerations.

A copy of the letter of appointment of Stephen Haddrill as Accounting Officer for the FRC is attached.
more like this

answer text
The Department for Business, Energy and Industrial Strategy (BEIS) does not have a specific definition of stakeholders that represent users of accounts. However, as explained in the answer I gave to Question HL10458, our aim at every step of policy development is to take account of the views of a wide range of stakeholders, not just those of users of accounts. This ensures that we arrive at a balanced view of policy which takes into account the wider UK public interest.
more like this
