answer text <p>The automotive sector is undergoing a strategic transition to electric and connected and autonomous vehicles. Our automotive Sector Deal announced last year will ensure that the UK continues to be one of the most competitive locations in the world for automotive manufacturing. This includes a commitment of £246m to develop and scale-up world leading battery technology for electrified vehicles and a commitment of £1bn over 10 years to the Advanced Propulsion Centre to research and develop the next generation of low carbon technology to keep the sector at the cutting edge of innovation. Since it was announced in July 2013, APC has awarded 44 collaborative R&amp;D projects worth £770 million backed with £368 million from Government. We are also committed to investing over £250 million in public funding up to 2021/22, matched by industry, into R&amp;D and testing infrastructure to accelerate the development of connected and autonomous vehicle technologies and anchor them in the UK.</p><p> </p><p>The Government is determined to ensure that the UK continues to be one of the most competitive locations in the world for automotive and other advanced manufacturing. The 2018 Budget further announced £78m million funding announced to support innovation in electric motor technology.</p>

answer text <p>According to the VISA consumer spending index, there was a decline in consumer spending in 8 months of 2018, including a decline of 1% in December. This is in line with ONS figures which have been showing total retail sales flattening out since summer 2018.</p><p> </p><p>We recognise this decline in consumer spending, along with a number of other market pressures such as changing consumer expectations and behaviour towards online shopping, are creating a challenging environment for UK retailers as they respond to these changes.</p><p> </p><p>This is why in March we established the industry led Retail Sector Council to bring Government and industry together to boost the sector’s productivity and economic health.</p><p> </p><p>The Government is committed to supporting the retail sector and through the Council will work with industry to address key sector issues and define its future strategy.</p><p> </p> more like this

answer text <p>As part of BEIS’ work on EU exit, interactions with trade associations take place on a regular and ongoing basis and we are working to ensure that UK businesses are as well informed and prepared for leaving the EU as possible and to advise them on the steps they may need to take to prepare for EU exit.</p><p> </p><p>As such, we have launched a public information campaign about how EU exit will affect businesses and the practical steps they will need to take to be ready. The campaign directs them to GOV.UK/euexit where they are able to find the latest advice and information on any aspect of leaving the EU which affects them and outlines the steps they need to take.</p> more like this

answer text <p>In our Smart Systems and Flexibility Plan, published in July 2017 (and updated in October 2018), Government and Ofgem set out a range of actions to remove barriers to electricity storage. These actions seek to improve regulatory clarity and enable fair access to energy markets in order to create a best-in-class regulatory framework for the sector.</p><p> </p><p>We will continue to engage storage developers, including those of pumped hydro projects, to understand how best to collaborate with the sector whilst ensuring best value for consumers and fair competition between different flexibility technologies.</p> more like this

answer text <p>If there is a deal, and the Withdrawal Agreement is ratified, the UK will continue to be able to participate in Horizon 2020 until the end of the programme. This includes access to funding for UK researchers from the European Research Council (ERC) and the Marie Sklodowska-Curie Actions (MSCA).</p><p> </p><p>In the event of a ‘no deal’ scenario, the Government has committed to underwrite all successful UK bids submitted to Horizon 2020 before EU exit, including ERC and MSCA funded projects. Through the extension to the guarantee, the Government has also committed to fund all UK participants’ funding in all Horizon 2020 calls open to third country participants from the date of exit. This would cover the lifetime of projects, even if they last beyond 2020.</p><p> </p><p>We are very conscious, though, that third country participation is not possible for nearly all ERC and some MSCA grants. The Government is considering what other measures may be necessary to support UK research and innovation in the event that the guarantee and the extension are required. We are working with stakeholders to identify appropriate measures that could be put in place in the period immediately after EU Exit, if needed.</p>

answer text <p>Raising labour productivity is at the heart of the Government’s Modern Industrial Strategy. The strategy aims to improve labour productivity by encouraging innovation, developing high quality jobs, supporting UK businesses and fostering growth in all parts of the UK.</p><p> </p><p>A year into the Industrial Strategy we have made significant progress towards these goals, including:</p><ul><li><strong>Investing substantially in skills </strong>– We are designing a National Retraining Scheme to support adults impacted by automation, investing £406 in STEM and technical education for people of all ages as well as introducing new T levels to provide a technical alternative to A levels, in addition to our reforms to apprenticeships.</li><li><strong>The biggest increase in R&amp;D funding ever</strong> – we have committed an extra £7bn by 2023/24, including £2.7bn already allocated to innovative programmes supporting industry and researchers through the Industrial Strategy Challenge Fund.</li><li><strong>Record investment in infrastructure with £37bn committed through the National Productivity Investment Fund by 2023/24.</strong> This includes £2.45bn for Transforming Cities and £1bn in digital infrastructure.</li><li><strong>Publication of Nine Sector Deals</strong>, supporting billions in investment from the public and private sector and important sectoral reforms on issues such as technology diffusion and workforce diversity. A further three deals are being negotiated.</li><li><strong>Announcement of the first ‘missions’ under the Grand Challenges,</strong> aiming to galvanise action on ambitious and specific goals in AI &amp; Data, Clean Growth, the Future of Mobility and Ageing Society. This includes a second clean growth mission to decarbonise industrial clusters.</li></ul>

answer text <p>The Government’s Modernising Consumer Markets green paper sought views on how well equipped the UK competition regime is to manage emerging challenges, including in digital markets. We are continuing to develop policy options across the range of measures proposed in the green paper and will respond in due course.</p><p> </p><p>The Government has also commissioned the independent Digital Competition Expert Panel to undertake a review into the state of competition in the digital economy and to make recommendations on any changes that may be needed. The independent Panel’s terms of reference were published in September, when the Panel started its work. The Panel ran an open call for evidence between 12 October and 7 December. The Panel expects to publish a final report of its findings in due course. The findings of the panel’s work will help inform our policy proposals.</p> more like this

answer text <p>Consumer protection legislation prohibits traders from engaging in unfair commercial practices. The Consumer Protection from Unfair Trading Regulations 2008 (CPRs) prohibit traders from engaging in unfair commercial practices such as misleading actions.</p><p> </p><p>There is also legislation in place that protects consumers when buying tickets from secondary ticketing facilities which have an equity interest in the tickets being sold. For example, the Consumer Rights Act 2015 requires that, where the ticket seller is the operator of a secondary ticketing facility or a person who is employed or engaged by them, they must make this matter known to a prospective buyer.</p><p> </p><p>In April 2018, the European Commission published a draft Directive to modernise and improve the enforcement of EU consumer law. This included a proposal to require online marketplaces to provide more information to help consumers understand their rights when shopping through an online marketplace. The proposal is still being negotiated.</p>
