answer text <p>The Research Councils monitor and publish annually the diversity data of their applicants which has been extended to include data for successfully appointed students since 2015-16. The data is used to track progress and inform policy. With the creation of UKRI, we recognise there is a real opportunity to build on this data collection and we aim to extend this to include a similar dataset for Innovate UK. UKRI has recently launched the recruitment for establishing an external advisory group and will be developing an equality, diversity and inclusion action plan.</p><p> </p><p>The UK Concordat to Support the Career Development of Researchers 2008 provides a single, unambiguous statement of the expectations and responsibilities of research funders and institutions with respect to the management of researchers/contract research staff. In accordance with this, diversity and equality must be promoted in all aspects of the recruitment and career management of researchers. Vitae leads on its management and implementation, reporting to the Concordat Strategy Group which includes representatives of all the main UK funders and employers of researchers. The Concordat Strategy Group is currently carrying out a ten-year review of the Concordat. The review will be carried out by an independent expert review panel, with a secretariat provided by UKRI and Innovation. A report will be published in September 2018.</p><p> </p>

answer text <p>The Office for National Statistics (ONS) provides annual estimates of Gross Expenditure on R&amp;D (GERD) as a percentage of Gross Domestic Product (GDP) for the UK. This is the preferred measure of R&amp;D activity by international standards, as defined in the Frascati Manual 2015 (see: <a href="http://www.oecd.org/publications/frascati-manual-2015-9789264239012-en.htm" target="_blank">http://www.oecd.org/publications/frascati-manual-2015-9789264239012-en.htm</a>). The latest data covers the period 2010 to 2015, this shows that GERD as a percentage of GDP has increased from 1.64% in 2010, to 1.68% in 2015. answer text <p>This Government supports open access to research publications, following the Finch Report in 2012, and further advice from Professor Adam Tickell in 2016. It is for the Research Councils and Funding Councils (and, soon, UK Research and Innovation) to implement open access within their arrangements for grants and other instruments. The Research Councils make available block grants to enable universities to make publications arising from their research open access.</p><p> </p><p>Best practice in this regard is for research publications to be open access, that is, freely available for all to read on the internet, and for research data to be “FAIR”. We support the recent G7 communique that proposes that “research data should adhere to the FAIR principles of being findable, accessible, interoperable, and reusable”. This does not mean that such data should always be open, as there are circumstances in which that would not be appropriate, for example where personal confidentiality or national security might be put at risk. Best practice is shared with other Government departments, primarily through the work of the Government Office for Science, and the Chief Scientific Advisors in Government departments across Whitehall.</p><p> </p>

answer text <p>This Government wants the UK to be the go-to place for researchers, innovators and investors across the world. This is why we are increasing research and development investment by £4.7 billion over the period 2017-18 to 2020-21, an increase of around 20% to total government R&amp;D spending, more than any increase in any parliament since 1979.</p><p>We would welcome an agreement to continue to collaborate with our European partners on major science, research, and technology initiatives. On 6 September we published a future partnership paper on collaboration on science and innovation. As part of our ambition for a new deep and special partnership with the EU, recognising our shared interest in maintaining and strengthening research collaboration, the UK will seek an agreement that promotes science and innovation across Europe now and in the future.</p><p>While we remain a member of the EU, UK businesses and universities should continue to bid for competitive EU funds, and we will work with the Commission to ensure payment when funds are awarded. The Government will underwrite the payment of such awards, even when specific projects continue beyond the UK’s departure from the EU. This includes awards that are bid for before exit that are successful after exit.</p>
