answer text <p>Interconnection benefits UK consumers through the access of cheaper power from other countries when we need it, which enables greater competition between generators in both markets and improves price efficiency. In the same way that UK generators are charged to access our transmission network, continental generators exporting power to the UK will be subject to a range of charges and taxes in their own countries. UK generators can also benefit from exporting without paying for access to networks in other countries. Levying further charges on the power imported via an interconnector would reduce the benefits of accessing lower priced power from markets in other countries.</p> more like this

answer text <p>Ofgem’s review of network charges for smaller generators (so called ‘embedded benefits’) was prompted by concerns that current arrangements may over-reward smaller generators at the expense of the end consumer and may distort competition, including within Capacity Market auctions.</p><p>The timing of the review is a matter for Ofgem as independent regulator. Ofgem has said that it will undertake a further consultation and impact assessment in early 2017, with a final decision later in the year.</p><p>Ofgem published an open letter in December 2016 which confirmed that none of the proposed modifications would alter charges for 2017/18, the delivery year of the early Capacity Market auction, and outlined a level of embedded benefits in future years that it would be prudent for participants in the Capacity Market auctions to assume.</p><p>Departmental officials will work with Ofgem as part of its assessment process to ensure that key Government policy interests are taken into account, including aspects such as the potential impacts on security of supply.</p>

answer text <p>Network charging is a matter for Ofgem, as the independent regulator, and it is leading the review of embedded benefits related to Transmission Network Use of System charges. Proposals for changing the embedded benefits regime are currently being progressed through an open industry process, and it is likely that Ofgem will undertake a further consultation and impact assessment in early 2017. It will make a decision on its approach to consultation and assessment when it receives the final modification report. We will engage with Ofgem as part of its assessment process to ensure that Government policy interests are taken into account, including aspects such as the potential effect of reducing the level of embedded benefits on household and business electricity costs (including energy intensive industries) and energy storage.</p> more like this
