answer text <p>The House authorities on behalf of the House of Commons Commission have met with representatives of the Trades Unions for staff in the House of Commons and PDS formally at least three times per week since the beginning of March, and with representatives of Members’ and Peers’ Staff Association (MAPSA) and Unite as representatives of Members’ staff.</p><p>We have increased facility time for TU Safety officials and now have a full time TU resource working with the Parliamentary Safety Team on risk assessments.</p> more like this

answer text <p>The House of Commons has carried out a COVID-19 risk assessment to comply with the government’s guidance on managing the risks of COVID-19 in the workplace. A hard copy of the assessment is available in the Library and an electronic copy has been made available on the UK Parliament internet transparency pages. The Trade Unions have been consulted on significant findings of the risk assessment prior to its publication.</p><p> </p><p>In line with best practice, the assessment will be reviewed in light of any changes to government and/or Public Health England guidance and communicated using the same channels to hon. answer text <p>In line with Public Health England (PHE) and Health and Safety Executive (HSE) guidance, the House of Commons is implementing numerous measures to facilitate Parliamentary Business and the eventual full return to Parliament of staff; hon. Members; and visitors when it is safe to do so.</p><p>Measures to promote social distancing on the estate include the physical re-arrangement of workspaces; installation of floor markings and provision of signage to encourage people to stay 2m apart. Additional measures have been implemented to facilitate frequent hand washing; support workers getting to and from the estate; move around the estate and use communal areas safely.</p><p>The comprehensive list of measures being implemented is contained within the House of Commons’ COVID-19 risk assessment and has been shared with people working on the estate.</p><p>Contractors working on the estate have implemented commensurate measures as part of their assessment of their own activities.</p> more like this

answer text <p>The Head of Parliamentary Safety has discussed with the Health and Safety Executive the key risks and control measures to allow everybody to work safely on the parliamentary estate during the Coronavirus outbreak. The Health and Safety Executive is content that the House administration is working to ensure Parliamentary business can continue, whilst meeting the Government guidelines to become “COVID-19 safe”. answer text <p>The House Service is enforcing social distancing rules in and out of the Chamber. The updated government guidance sets out the steps employers must take to become ‘COVID-19 secure’ workplaces. For Parliament, this includes publishing risk assessments and outlining the measures in place to protect those working on the estate. Measures have been introduced to promote social distancing on the estate, including installing physical barriers and signage, and staggering shift and break times. The parliamentary authorities are continuing to work through the government advice to ensure a comprehensive set of measures are in place to enable a wider return to work on the estate after the Whitsun recess.</p><p>The House Service is currently working in conjunction with Public Health England to ensure we meet the government guidelines to become a ‘COVID-19 secure’ workplace, and to build on our existing measures to ensure all those working on the estate can do so safely. The Commission will be meeting to ensure that the appropriate level of services and safety measures are in place, should there be a return to physical-only proceedings after the Whitsun recess.</p>

answer text <p>Enabling remote working for Members’ staff, Commons staff and shared services staff is a key priority in the Parliamentary Digital Service response to Covid-19.</p><p>One aspect of this focus is the provision of emergency laptops to those who are normally equipped with desktop computers. There is a reasonable laptop stock available, but it should be noted that market supply has been severely disrupted.</p><p>A digital coaching service for Members and their staff has been mobilised to provide help and best practice guidance on working remotely. Parliamentary Digital Service has distributed advice and guidance to all Members and their staff explaining how to access parliamentary services remotely, including from their own personal computers, how to connect to local printers from Parliamentary laptops and optimising the use of Skype for Business. This guidance is being updated daily and extended based on need.</p><p>All services managed by the Digital Service can be accessed remotely from a Parliamentary laptop. There are a few procedural services which require specific additional remote access tools to use. These can be enabled upon request if required. It is not expected that any of the parliamentary services used by most Members and their staff would fall into this category.</p><p>The Digital Service has a three-phase strategy in its response: respond, embed and enhance. The first two are focused on helping users make best use of the parliamentary services. The “enhance phase” which is mobilising now is working with the senior leadership of Commons and the Lords to assess what additional capabilities are required and can be deployed in the Covid-19 context over the coming months.</p>
