answer text <p>The House of Commons Commission initially committed itself to a reduction in the Administration Resource Estimate in December 2009. The following year this was restated as an intention to reduce the Estimate to £210 million by 2014/15 from a baseline of £231 million for 2010/11.<sup>(a) </sup>Taking forecast inflation into account, this represented a reduction of 17% in real terms. In December 2013 the Commission agreed an Administration Estimate for 2014/15 of £201.3 million – allowing for transfers between Estimates and other adjustments, this was £2 million below the target set in 2010.</p><p>The Finance and Services Committee will, on Tuesday 28 October, be publishing its first report of the session, entitled <em>House of Commons Financial Plan 2015–16 to 2018–19, including draft Estimates for 2015–16</em> (HC 757), which provides further detail. I shall be approaching the Backbench Business Committee to request a debate on the report before the Committee gives its advice on the 2015/16 Estimate to the Commission in December. This would give all hon. Members a chance to discuss and contribute to the financial plan.</p><p>Note: (a) In December 2009 the Commission agreed an Estimate for 2010/11 of £258 million. However, having taken account of the transfer of staff to IPSA and various accounting adjustments, this was reduced to £231 million. Agreement of an initial, in-year savings package by the Commission in June 2010 meant that it actually laid an Estimate for 2010/11 of £219 million.</p>

answer text <p>For a number of years the House Service has run comprehensive management skills programmes which over 200 managers have attended. These programmes have been externally verified and offer nationally recognised qualifications for participants who wish to complete additional assignments. Under these schemes, nine managers have achieved a formal qualification from the Institute of Leadership and Management (ILM) since 2010. The House has given support through allowing them time to attend the programme, study leave and fully funding the training and the qualification. During the same period a further six managers have gained management qualifications such as MBAs from externally run programmes. These have all been supported by the House Service through allowing time to attend the programme, study leave and a range of funding from 50% to 100% of course costs.</p> more like this

answer text <p>(a) Leading for Parliament was a bespoke leadership course designed for senior leaders and managers in the House of Commons. It ran from 2012–2014 with 130 Commons staff attending, 32 of whom were SCS or Band A clerks. Total costs of design, delivery and materials was £375,000;</p><p>(b) Milestones for Management is a bespoke management development programme for more junior managers and staff moving into their first post with line management responsibility. It began in 2011 and will be completed in March 2015 with 73 managers participating. Of this number 12 were Band “A” staff, five of whom were clerks. Total costs of design, delivery and materials is £182,500;</p><p>Modules from both programmes have also been run as stand-alone sessions. These have been well attended by staff from all departments, particularly the modules on performance management and managing change.</p> more like this

answer text <p>Following the interview panel a letter was sent to Ms Mills by Mr Speaker informing her that, in accordance with procedures, her name and approved biographical details had been sent to the Prime Minister so that he might present them to Her Majesty The Queen for approval.</p><p>The letter was not an offer of employment as the Clerk of the House is appointed by the Crown by letters patent, on the recommendation of the Speaker and the Prime Minister. answer text <p>The temporary marquee positioned outside St Stephen’s Entrance is housing temporary search lanes while essential work is undertaken on the Cromwell Green Entrance search facilities. This work is scheduled to be completed by 19 October and the Cromwell Green Entrance will then reopen. The temporary marquee will be removed following a short period of commissioning and testing of the new facility before returning the exterior of St Stephen’s Entrance to its previous arrangement.
