answer	answer is ministerial correction date of answer 19/03/2021 answer text <p>Oral tobacco products such as snus were banned in the United Kingdom under The Tobacco for Oral Use (Safety) Regulations 1992, which implemented European Union Directive 92/41. This ban has been confirmed in subsequent regulations, most recently by the EU Tobacco Products Directive 14/40, which has been transposed into UK law in the Tobacco and Related Products Regulation 2016 (TRPR). The European Commission set out the evidence underpinning the ban in the Tobacco Products Directive’s impact assessment and in previous Directives. A copy of the impact assessment is attached.</p><p>The Department is currently undertaking a post-implementation review of the TRPR and this includes a public consultation that closes on the 19 March 2021. We are advising people with specific health conditions, who are deemed to be clinically extremely vulnerable to COVID-19, to shield and providing direct support to the shielded population. Local councils are also providing support to people shielding. We are prioritising vaccinations for those who are most at risk and those who care for them, following the advice of the Joint Committee on Vaccination and Immunisation. Many disabled people received social care. The Adult Social Care Winter Plan sets out our support to social care through the winter, so people can continue to receive care and be protected whilst protecting people from COVID-19. In line with the Government’s commitment to provide free PPE for COVID-19 needs to the adult social care sector, this offer for unpaid carers is currently available until the end of June 2021 and can be accessed through local authorities and local resilience forums. <br />As of May 2020, the Government included unpaid carers in its list of essential workers and those prioritised for COVID-19 testing in England. Individuals who are not registered with a general practitioner (GP) will therefore be able to access the vaccine.</p><p><ins class="ministerial">While no major campaign is currently planned around registering with a GP practice, NHS England and NHS Improvement continue to highlight the importance of being registered through a range of channels including the National Health Service website. The Department funds research into these areas through the National Institute for Health Research. The new Global Health Insurance Card (GHIC) covers necessary healthcare for UK residents visiting the UK. UK residents can apply online for the GHIC. Current European Health Insurance Cards (EHIC) will remain valid until the expiration date.</ins></p><p><ins class="ministerial">Holders of current EHICs and the new GHIC are entitled to the same access to emergency and necessary healthcare cover when they travel to the EU, including cover for a pre-existing or chronic condition. In some countries, individuals may have to pay a percentage towards the cost of any state-provided treatment, known as a patient co-payment.</ins></p><p><ins class="ministerial">As before, UK residents will need to pre-arrange kidney dialysis with the relevant healthcare provider in the country they are visiting.</ins></p><p> </p></ins></p><p> </p><p><del class="ministerial">The reciprocal healthcare coverage under the United Kingdom-European Union Trade and Cooperation Agreement for those on a temporary stay in an EU member state is the same, in terms of healthcare services which can be accessed by individuals, compared to the previous coverage under EU Regulations 883 and 987.
