answer text <p>The Department is not able to make a reliable estimate of the extra costs to the National Health Service budget of net immigration between 2001 and 2011, since the NHS does not hold or collate data on costs based on a person’s nationality or immigration status.</p><p> </p><p><strong> </strong></p><p> </p><p>In 2013, the Department commissioned a quantitative report to better understand the extent of the use of the NHS by migrants and visitors to support the consultation <em>Sustaining services, ensuring fairness: A consultation on migrant access and their financial contribution to NHS provision in England. </em>The report “Quantitative Assessment of Visitor and Migrant Use of the NHS in England. Exploring the Data.” estimates the total cost of visitors and temporary migrants’ normal use of NHS services to be £1.8 billion per year. This is the total gross cost and currently only a proportion of this is chargeable (approximately £460 million). Only some secondary care services are chargeable to non-European Economic Area individuals, and services for emergency care and public health reasons are exempt for all visitors and migrants, in addition to exemptions for different groups of individuals. This is an estimate for visitors and temporary migrants coming to England and does not account for the saving from individuals who migrate from the United Kingdom.</p><p> </p>

answer text <p>Professor Raisman, currently at the University College London Institute of Neurology, has been developing this technique for around 40 years, 30 of which were spent at the Medical Research Council’s National Institute for Medical Research (NIMR). All of the basic research and animal proof of concept for this work was undertaken during Professor Raisman’s time at the NIMR and a summary of this work can be found at:</p><p> </p><p> </p><p> </p><p>www.nimr.mrc.ac.uk/news/clinical-success-for-research-programme-which-started-at-nimr/</p><p> </p><p> </p><p> </p><p>Since Professor Raisman left the NIMR the Medical Research Council (MRC) has been involved in guiding the clinical translation of this work, however the MRC is not currently supporting his research.</p><p> </p><p><strong> </strong></p><p> </p><p>The MRC always welcomes high quality applications for support into any aspect of human health. These are judged in open competition with other demands on funding and awards are made according to their scientific quality and importance to human health. When appropriate, high quality research in particular areas of strategic importance may be given priority in competition for funds, but research excellence and importance to health continue to be the primary considerations in funding decisions.</p><p> </p><p><strong> </strong></p><p> </p><p>The National Institute for Health Research (NIHR) funds eleven biomedical research centres that conduct translational research to transform scientific breakthroughs into benefits for patients. These centres are formed through partnerships between England’s leading National Health Service organisations and universities. The NIHR is investing £110 million over five years (2012-17) in the NIHR biomedical research centre at University College London Hospitals NHS Foundation Trust and University College London. The centre is supporting research on the use of cells from the lining of the nose to repair damaged nerves in the spinal cord.</p><p> </p>

answer text <p>Further to answers given on 12 September (HC Deb, col 750w) the Human Fertilisation and Embryology Authority (HFEA) has advised that if mitochondrial donation was permitted in treatment it is not anticipated that this would impact on the incidence of ovarian hyper stimulation syndrome (OHSS). This is because any egg donation or collection processes necessary for mitochondrial donation would be carried out at HFEA licensed fertility clinics in line with the guidance outlined in the HFEA Code of Practice. Mitochondrial donation raises no new issues in respect of OHSS as the women who may donate eggs will be subject to the same protocols as those donating to fertility treatment.</p><p> </p> more like this

answer text <p>We are advised by NHS England that the Improving Quality in Physiological Services programme, run jointly by the United Kingdom of Accreditation Service and the Royal College of Physicians, is raising the profile of accreditation and quality assurance schemes for physiological diagnostic services. answer text <p>The provision of fracture liaison services (FLS) is a matter for local clinical commissioning groups (CCGs). Information concerning the number of hospitals in England which presently have a linked FLS is not collected centrally.</p><p> </p><p> </p><p> </p><p>NHS England supports the FLS model recommended by the International Osteoporosis Foundation and the National Osteoporosis society and recognises this model as best practice. NHS England is working with CCGs to support them to develop appropriate local services and services are steadily improving.</p><p> </p> more like this

answer text <p>Research on all aspects of dementia, including prevention, is a high Government priority. Investment in dementia research by the Department’s National Institute for Health Research (NIHR) has more than doubled from £12.6 million in 2009-10 to £26.8 million in 2013-14.</p><p> </p><p> </p><p> </p><p>The NIHR Collaboration for Leadership in Applied Health Research and Care for the South West Peninsula has funded research on potential links between vitamin D deficiency and dementia. Researchers at the University of Exeter Medical School conducted the study with researchers in France and the United States and the findings were published in the journal <em>Neurology</em> in August this year. The research concluded that vitamin D deficiency is associated with a substantially increased risk of all-cause dementia and Alzheimer’s disease.</p><p> </p><p> </p><p> </p><p>The NIHR is funding a range of research relating to dementia prevention through its programmes and research infrastructure. For example, the NIHR Oxford Biomedical Research Centre is carrying out research to improve early recognition of individuals at risk of dementia or stroke and test pragmatic interventions to improve prevention.</p><p> </p><p>The NIHR South London and Maudsley Dementia Biomedical Research Unit is researching risk stratification models for prediction of dementia onset, derived in patient cohorts. The NIHR is also funding a study aiming to find a more efficient way of detecting people with cognitive decline, particularly in memory, greater than that expected for an individual’s age and education level but that does not interfere notably with activities of daily life. This research will facilitate future large-scale, pragmatic intervention studies directed at preventing or slowing decline into dementia.</p><p> </p><p><strong> </strong></p><p> </p><p>The NIHR continues to welcome funding applications for research into any aspect of human health, including dementia prevention. These applications are subject to peer review and judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money and scientific quality.</p><p> </p>

answer text <p>Start4Life is the Government’s social marketing programme encouraging the adoption of healthy behaviours amongst parents-to-be and parents with children up to age five. During pregnancy Start4Life encourages healthy eating, physical activity, taking supplements, giving up smoking, avoiding alcohol and looking after yourself.</p><p> </p><p> </p><p> </p><p>In addition to the web-site, Start4life publishes a suite of leaflets, and provides access to more than a hundred videos with National Health Service approved content.</p><p> </p><p> </p><p> </p><p>The Start4Life Information Service for Parents was launched on 18 May 2012, and provides new and expectant parents with emails and texts with high quality NHS advice and information based on the stage of pregnancy and the age of the child.
