answer text <p>As stated in my Written Answer of 3 December 2014 (<em>Official Report</em>, Column WA270), the development of a working definition for genetic modification in humans was undertaken in order to bring clarity to the discussion around mitochondrial donation and is solely intended to be used in this context. There is no universally agreed definition of genetic modification in humans and the working definition devised for the debate on mitochondrial donation did not aim to establish one. The Chief Medical Officer was clear in her evidence to the House of Commons Science and Technology Select Committee on 22 October 2014 that the definition’s purpose is to clarify discussion of this issue.</p><p> </p><p>With regard to the discussions that took place in developing the working definition, in developing its position the Department, in consultation with the Department for Business, Innovation and Skills, also had discussions with the Wellcome Trust and the Nuffield Council on Bioethics.</p><p> </p>

answer text <p>Public Health England (PHE), NHS England and the National Institute for Health and Care Excellence play a key role in raising awareness of diabetes at national level, while locally this is shared between public health, clinical commissioning groups and individual practitioners. Strategic Clinical Networks (SCNs) also have an important role to play in ensuring appropriate clinical advice to local commissioners and disseminating evidence about effectiveness.</p><p> </p><p>Organisations such as Diabetes UK, Silver Star Diabetes, Juvenile Diabetes Research Foundation and the Association of British Clinical Diabetologists, also play a valuable and important part in raising the awareness of diabetes.</p><p> </p> more like this

answer text <p>The Human Fertilisation and Embryology Authority (HFEA) has advised that in the decade preceding 31 December 2012, the HFEA register records one incidence of a still birth following an embryo reduction at week 13 in a twin pregnancy, and one incidence of a still birth following a double embryo reduction at 12 weeks in a triplet pregnancy. Within this time period there are no other records of incidences of still births following foetal reductions in multiple pregnancies taking place within the first 16 weeks of pregnancy.</p><p> </p><p> </p><p> </p><p>The first trimester has been taken as weeks 0-13 and ‘early in the second trimester’ as weeks 14-16.</p><p> </p><p> </p><p> </p><p>The HFEA has also advised that any records held on its register after 31 December 2012 are not yet verified.</p><p> </p> more like this

answer text <p>We have been advised that there is no evidence to suggest that mutations affecting DNA polymerase gamma result in high levels of the mitochondrial DNA mutations responsible for the mitochondrial diseases listed in Annex D of the mitochondrial donation consultation document. As stated in my previous answer of 17 November 2014 (<em>Official Report</em>, col WA59), mitochondrial donation techniques would only be used for patients that have an inherited mitochondrial DNA mutation and could not be used for those diseases in which faulty mitochondria arise from a nuclear gene mutation.</p><p> </p> more like this

answer text <p>Local National Health Service clinical commissioning groups (CCGs) are responsible for funding the majority of acute and community services. NHS England sets CCG funding allocations but does not direct CCGs in how those funds should be applied between different services. The in-year reporting of CCG expenditure does not provide the fine detail on movements in expenditure between acute services and community services. However, the NHS does produce programme budgeting data on historical expenditure which provides information on expenditure by major health condition as well as, for last three years, a breakdown by care-setting. The data on expenditure by care-settings is relatively new and is not yet considered robust enough to make comparisons of expenditure by care-setting. The 2013-14 data will be available in 2015, under a revised format.</p><p> </p> more like this
