answer text <p>The Government recognises that access to high-quality, palliative and end of life care can make all the difference to individuals and their loved ones. As set out on the Health and Care Act 2022, integrated care boards (ICBs) are responsible for commissioning palliative and end of life services that meet the needs of their population. In July 2022, NHS England published statutory guidance for commissioners on palliative and end of life care, which sets out the considerations for ICBs to meet their legal duties.</p><p>In 2023, NHS England published the NHS Long Term Workforce Plan (LTWP). The LTWP sets out the steps the NHS and its partners need to take to deliver an NHS workforce that meets the changing needs of the population over the next 15 years. It will put the workforce on a sustainable footing for the long term. The LTWP aims to grow the number and proportion of NHS staff working in mental health, primary and community care to enable the service ambition to deliver more preventative and proactive care across the NHS. The LTWP sets out an ambition to grow these roles 73% by 2036/37, including plans to increase the community workforce specifically by 3.9% each year.</p><p>Most hospices are independent, charitable organisations, and are, therefore, responsible for determining their own staffing levels. While the LTWP did not explicitly model demand for health professionals from non-NHS settings, it does assume that the expansion of domestic education and training and improved retention would have a positive impact on healthcare numbers working elsewhere in the health and care system.</p>

answer text <p>The Government is strongly committed to supporting research into dementia and has committed to double funding for dementia research. We will double funding for dementia research to £160 million per year by the end of 2024/25. We estimate that the Government spent over £454 million on dementia research from 2018/19 to 2022/23.</p><p>On 14 August 2022, the former Prime Minister launched the Dame Barbara Windsor Dementia Mission, along with £95 million of funding. The Mission is part of the commitment to double dementia research funding and aims to develop innovative research tools and boost the number and speed of clinical trials in dementia and neurodegeneration. In the Autumn Statement 2023, the Government stated it is launching the first Clinical Trials Delivery Accelerator focused on dementia, with up to £20 million of funding to help innovation reach National Health Service patients even faster.</p> more like this

answer text <p>NHS England continues to monitor the monthly dementia diagnosis rate and analyse trends at national, regional and integrated care board (ICB) level.   The latest dementia diagnosis rate reported by NHS Digital for the end of November 2023 was 64.7%, the highest it has been for three years due to sustained recovery efforts.</p><p>Local authorities are required to provide or arrange services that meet the social care needs of the local population, including carers, under the Care Act 2014.</p><p>ICBs are responsible for the provision of dementia care services. NHS England expects ICBs to commission services based on local population needs.</p><p>Many local authorities already utilise third sector partnerships to deliver dementia-related services in their area. It is for individual ICBs to distribute funding at a local level and therefore their decision on whether to increase funding for third sector organisations.</p> more like this

Since 2018, the Government and its partners have invested over £80 million in tackling loneliness.</p><p>The Department for Culture, Media and Sport published a report on 4 September 2023, Exploring interventions to tackle loneliness, summarising what interventions work to tackle loneliness and a report exploring the knowledge of professionals working to evaluate loneliness interventions. In this report, it was concluded that more evaluations are needed to determine the effect social prescribing has on loneliness.</p> more like this

answer text <p>Integrated care boards (ICBs) have a statutory duty to have at least one primary care representative on their board who in turn has a duty to represent all contractors in developing plans for meeting the health needs of the population, managing the National Health Service budget and arranging for the provision of health services in a geographical area.</p><p>All ICBs have taken on delegated responsibility from NHS England for the commissioning of pharmaceutical services enabling ICBs to better integrate community pharmacy into the NHS in their area.</p> more like this

answer text <p>As set out in the 2019 publication, Advancing our Heath: Prevention in the 2020s, the Department is working with industry to deliver a significant increase in the availability of no- and low-alcohol products. Current guidance for the use of low-alcohol descriptors, published by the Department in 2018, sets out that “alcohol-free” products should have an alcohol by volume (ABV) content of no more than 0.05% and “low-alcohol” products should have an ABV of no more than 1.2%.</p><p>In support of the commitment to increase the availability of these products across retail and hospitality settings, the Government published a consultation on updating this guidance in September 2023. A response will be published in due course.</p><p>The Government has also delivered on its commitment to review the outdated and complex alcohol duty system and introduced the biggest reform of alcohol duties in 140 years. As of 1 August 2023, all alcohol is now taxed by strength. This is helping to target problem drinking by taxing products associated with higher alcohol-related harm at a higher rate of duty.</p><p>The new system incentivises the production and consumption of lower strength products by introducing a reduced rate of duty for products of a lower ABV. Additionally, all draught products below 8.5 per cent ABV sold in containers of 20 litres or more now receive a reduced rate of duty, incentivising consumption of lower strength products in pubs.</p>

answer text <p>Since the publication of the guidance by the National Health Service and the Alzheimer’s Society in November 2020, NHS England is funding an evidence-based improvement project for two trusts in each region, encompassing 14 sites in total, to pilot the Diagnosing Advanced Dementia Mandate tool to improve diagnosis of dementia in care homes and to create an alternative pathway for diagnosing dementia. NHS England is also stepping up and accelerating preparation for the rollout of any potential new treatments, including the establishment of a dedicated programme team for early Alzheimer’s treatments.</p><p>NHS England's RightCare team is refreshing the RightCare Dementia Scenario which works through the dementia well pathway journey from diagnosing well through to dying well, detailing optimal and sub optimal approaches, with associated costings for each. The RightCare team is also developing a ‘dementia model pathway’.</p><p>Following publication of the Strategic Framework on 14 August 2023, we are continuing to develop the Major Conditions Strategy, informed by the Call for Evidence and ongoing engagement. This includes dementia as one of the six major conditions. Our intention is to publish the strategy in early 2024.</p>
