answer	answer is ministerial correction date of answer 24/11/2016 answer text <p>In 2016-17, children and young people’s mental health services transformation has been monitored as part of mainstream NHS England planning processes and through the <em>CCG improvement and assessment framework</em> <em>2016/17</em> a copy of which is attached. As part of the 2016-17 financial reporting planning process, programme level spend including children and young people’s mental health spend has been monitored routinely throughout the year to ensure that the additional money is spent for the purposes intended and that locally determined key performance indicators will be met.</p><p> </p><p>From 2016-17, children and young people’s mental health has been mainstreamed as part of the normal NHS England planning cycle so that Local Transformation Plans (LTPs) are integrated into the wider Sustainability and Transformation Planning process.</p><p> </p><p>The Department sets specific objectives for NHS England in the annual mandate, which reflect the priorities for the health and care system. The mandate for 2016-17 sets objectives to 2020 and it makes it clear that the Government expects to see a transformation of children and young people’s mental health services.</p><p> </p><p>LTPs should be refreshed, agreed with the relevant local health and wellbeing board and published annually. Clinical Commissioning Groups (CCGs) were asked to update and publish plans by October 2016. Publication of the plans, including sign-off from health and wellbeing boards, is being assured through NHS England’s planning and assurance process.</p><p> </p><p>Local commissioners, such as CCGs, are best placed to know the needs of their local population and to make decisions about spending. Through the shared planning guidance we are incentivising CCGs to prioritise key issues like children and young people’s mental health transition and improving access. The publication of the <em>CCG improvement and assessment framework 2016/2017</em> and the Five Year Forward View for Mental Health dashboard are designed to improve transparency and accountability of CCGs to both NHS England and to the public. answer	answer is ministerial correction date of answer 22/11/2016 answer text <p>In January 2016, the Department published a joint declaration on Dementia Post-Diagnostic Care and Support signed by leaders across health, social care, local government and voluntary sector organisations.</p><p> </p><p>The purpose of the Declaration is to ensure that the views of people living with the effects of dementia and their families and carers are taken fully into account when determining the nature of post-diagnostic services offered.</p><p> </p><p>The Care Act 2014 further requires that when an individual is assessed as having eligible care and support needs, including those with dementia, they will have a personalised care plan that details their care and support needs, and how these will be met. answer	answer is ministerial correction date of answer 21/11/2016 answer text <p>The Better Care Fund (BCF), implemented from the beginning of 2015-16, is the first national, mandatory integration policy. Its overarching aims are to keep people living independently at home and prevent them from needing more support.</p><p> </p><p>In 2015-16, it was a minimum £3.8 billion nationally and local areas pooled an additional £1.5 billion, taking the total to £5.3 billion. In 2016-17, it will be increased to a mandated minimum of £3.9 billion and early analysis of BCF plans indicates that local areas have once again pooled over and above the minimum, taking the total to approaching £6 billion.</p><p> </p><p>The BCF has set the foundation, but we want to go further, faster, to deliver joined up care. The ways local areas integrate will be different, and some parts of the country are already demonstrating different approaches, which reflect models the government supports.</p><p> </p><p>It is hoped that devolution can act as an enabler of integration in health and social care. Where areas are excelling in their integration work, devolution has the potential to act as a next step for further opportunities, including greater integration between health and other public services.</p><p> </p><p>We are currently designing the criteria and assurance process for the best-performing integration areas to graduate from the BCF. Through the Health Based Places of Safety capital funding scheme, £15 million has been made available in 2016/17 and 2017/18 to improve the standard and number of places of safety, as well as provide new crisis cafes and safe havens, street triage vehicles and improve facilities for children and young people.</p><p> </p><p>This programme aligns with the mental health Crisis Care Concordat, the England-wide national agreement between the different agencies and services involved in the care of people experiencing, or at risk of experiencing, a mental health crisis. Oversight of the Concordat is provided by the Concordat Steering Group and Chairmanship of this Group rotates between Departmental and Home Office Ministers.</p><p> </p><p>Regarding the number of children and young people detained under section 136 of the Mental Health Act 1983 in police cells in England each year since 2010, the information available is shown in the table. Data was not collected prior to 2011/12. answer	answer is ministerial correction date of answer 07/11/2016 answer text <p>We welcome the publication of the ‘National Confidential Inquiry into Suicide and Homicide by People with Mental Illness: Making Mental Health Care Safer’ and will carefully consider its findings.</p><p> </p><p>We work closely with NHS England and other arm’s length bodies to deliver the aims of the cross-Government Suicide Prevention Strategy which includes reducing suicide in high risk groups such as people in contact with mental health services. This includes £400 million to support delivery of the Five Year Forward View for Mental Health recommendation to develop seven-day community-based mental health crisis resolution services by 2020/21.</p><p> </p><p>We launched the successful Mental Health Crisis Care Concordat in 2014 to ensure that people receive the appropriate support they need when they experience a mental health crisis. Every area in the country now has a local crisis care action plan in place which ensures that local agencies are working together to deliver support to people in a mental health crisis.</p><p> </p><p>We welcomed the Five Year Forward View for Mental Health recommendations for suicide prevention to reduce the national suicide rate by 10% by 2020/21, for all areas to implement multi-agency suicide prevention plans by 2017 and that all deaths by suicide across NHS-funded mental health settings, including out-of-area placements, are learned from to prevent repeat events.</p><p> </p><p>We have been clear that we expect local crisis care action plans to dovetail with multi-agency suicide prevention plans. My Rt. hon. Friend the Secretary of State for Health delivered this message at the Crisis Care Summit in October. Public Health England published refreshed guidance to local authorities, ‘Local Suicide Prevention Planning: A practice resource’ in October to support them in developing suicide prevention plans.
