answer text <p>Local emergency responders including Police, Fire and Rescue Service, Ambulance Service and Local Authorities are required under the Civil Contingences Act 2004 to assess the likelihood and impact of emergencies occurring in their local area, and to put in place appropriate plans to respond to these emergencies. This includes arrangements to evacuate and shelter large numbers of people, including vulnerable groups such as mothers with young infants. answer text <p>As Parliamentary Under Secretary of State for Care Quality I have responsibility for breastfeeding (also called infant feeding) policy as I am the lead for maternity policy more widely. In addition, for clarity, the Parliamentary Under Secretary of State for Public Health (Jane Ellison) leads on the related area of children’s health and also has responsibility for health visitors.</p><br /><p>The Department hosts a National Infant Feeding Steering Group which meets quarterly to promote evidence based policy and practice through communication and information sharing.</p><br /><p>The Government is committed to supporting breastfeeding through the Healthy Child Programme. Breastfeeding is included in the Public Health Outcomes Framework so that the improvements can be tracked, and action taken as needed.</p><p><strong></strong></p> more like this

answer text <p>Eligibility for Healthy Start vouchers and vitamins is linked to the receipt of certain income-related benefits. The number of people claiming these benefits has decreased recently, therefore the number entitled to Healthy Start has also decreased.</p><p> </p><p> </p><p> </p><p>Around 74% of people who are eligible to Healthy Start vouchers take up the benefit, and during 2014/15 the take up rate is remaining constant at 74%. All potential beneficiaries are contacted by the Healthy Start Issuing Unit and are invited to apply. answer text <p>It is not possible to give an exact annual figure for the number of parents who received Healthy Start vouchers. The number of parents receiving Healthy Start vouchers fluctuates through the year as people’s circumstances change. Families leave the scheme, some join for the first time, others rejoin the scheme; data is not automatically held indicating whether new applicants have been in receipt of Healthy Start at an earlier point in the year.</p><p> </p><p> </p><p> </p><p>However, monthly figures are collected that provide a snapshot of the numbers of beneficiaries receiving vouchers at any point in time, which in June 2015 stood at 442,111. According to the numbers on the scheme every cycle that vouchers are issued, an average 480,000 beneficiaries received Healthy Start vouchers in 2014/15.</p><p> </p><p> </p><p> </p><p>The total cost of the vouchers that were redeemed by beneficiaries in 2014/15 was £82.8 million.</p><p> </p> more like this

answer text <p>NHS England provides BRCA testing services for women at high risk of breast and ovarian cancer.</p><p> </p><p> </p><p> </p><p>Following the National Institute for Health and Care Excellence’s (NICE) updated clinical guideline on familial breast cancer published in June 2013, NHS England is currently considering whether to widen its offer of testing. NICE is also consulting on its draft technology appraisal guidance on the use of the new PARP inhibiter, olaparib (Lynparza) which is targeted at BRCA positive ovarian cancer. answer text <p>Personalised or ‘precision’ medicine is expected to transform healthcare in the coming decades through more accurate diagnosis leading to better predictions of prognosis and better targeted treatments, fewer side effects and improved medicines efficacy. Improved understanding of the role played by genetics in the development of disease has been directly supported through the 100,000 Genomes Project the main phase of which was launched by the National Health Service in April 2015 and aims to sequence 100,000 whole human genomes for certain rare/inherited diseases and cancers by the end of 2017. In addition, the National Health Service will be working closely with the Precision Medicine Catapult to accelerate the development and adoption of precision medicine throughout the NHS.</p><p> </p><p> </p><p> </p><p>Combined with the Early Access to Medicines Scheme and the Accelerated Access Review of IMMT, the Government is actively working to support faster patient access to better targeted and personalised medicines.</p><p> </p><p> </p><p> </p>

answer text <p>The Department’s National Institute for Health Research (NIHR) supports and incentivises hospital trusts and clinicians to participate in clinical trials and studies in a number of ways.</p><p> </p><p> </p><p> </p><p>The NIHR clinical research network (CRN) provides infrastructure and resource to enable the national health service to support participation in research across all clinical specialties and the CRN performance management framework measures and encourages such participation. In 2013/14 through the CRN over 99% of NHS trusts participated in CRN portfolio studies and 86% of NHS trusts participated in CRN commercial contract portfolio studies.</p><p> </p><p> </p><p> </p><p>Decisions on how resource is to be distributed is devolved to local clinical research networks and monitored by the NIHR CRN Co-ordinating Centre on behalf of the Department; in some cases resource is provided as funded clinical sessions.</p><p> </p><p> </p><p> </p><p>Patient recruitment to UK CRN trials and studies in ovarian cancer has more than tripled from 398 in 2009/10 to 1,283 in 2013/14.</p><p> </p><p> </p><p> </p><p>The NIHR provides infrastructure for early phase clinical trials in cancer, including ovarian cancer, through its biomedical research centres, and through experimental cancer medicine centres jointly funded with Cancer Research UK.</p><p> </p><p> </p><p> </p><p>Through its training and career development programmes, the NIHR supports clinicians at all stages of their career: integrated clinical and academic training; predoctoral, doctoral and postdoctoral training; and more senior awards. The prestigious NIHR Senior Investigator award provides an additional incentive for the country’s most outstanding clinical researchers. Participation in clinical trials may form part of research undertaken through training and career development awards.</p><p> </p><p> </p><p> </p><p>The NIHR Research Design Service offers advice and support on clinical trial and other research design and methodology to researchers making funding applications and doing research within the health research system.</p><p> </p><p> </p><p> </p><p>The Government’s Mandate to NHS England requires it to ensure that the new commissioning system promotes and supports participation by NHS organisations and NHS patients in research funded by both commercial and non-commercial organisations.</p><p> </p><p> </p><p> </p><p>The Department has made no specific analysis of the effect of the <em>Strategy for UK Life Sciences </em>on the referral of women with ovarian cancer to suitable trials centres in the United Kingdom. As part of the strategy, the Government re-launched an enhanced web-based UK Clinical Trials Gateway. This provides patients and the public with authoritative and accessible information about clinical trials in the UK, including trials in ovarian cancer. The number of visits to the Gateway nearly tripled from just over 60,000 in 2011/12 to nearly 170,000 in 2013/14.</p><p> </p>
