answer text
We are on track to meet the commitment to 50,000 extra nurses in the National Health Service in England by 2024, with almost 43,000 more nurses in February 2023 compared with September 2019. Additionally, there are over 5,300 more doctors and over 12,300 more nurses working across the NHS compared to a year ago.

All eligible nursing degree students receive a non-repayable training grant of a minimum of £5,000 per academic year, with additional funding for studying certain courses such as Mental Health Nursing or Learning Disabilities Nursing, and financial support for childcare, dual accommodation costs and travel. The Registered Nurse Degree Apprenticeship offers an alternative route into the profession, allowing people to ‘earn as they learn’, benefiting those for whom a full-time university course is not practical or preferred.

For medical staff, the Government has funded an additional 1,500 undergraduate medical school places per year for domestic students in England.  In January the Government announced funding for the first 200 medical apprentices, providing an alternative route into medicine that makes the profession more accessible and helps ensure a diverse workforce that is more representative of local communities.

answer text
Information on the number of nurses hired in England from countries graded as red by the World Health Organization (WHO) for each of the past 10 years, is not collected in the format requested. While the National Health Service Electronic Staff Record collects self-reported data on nationality, this does not show where staff were trained or the country in which they were resident at that time.

International recruitment in England is guided by the Code of Practice for the International Recruitment of Health and Social Care Personnel, which is available in an online only format. The Code prevents active international recruitment, without a Government to Government agreement, from the 47 countries on the WHO’s Health Workforce Support and Safeguards list. These countries have been identified by the WHO as having health economies with significant and unsustainable workforce challenges. However, the Code is mindful of an individuals’ right to migrate and those from countries on this list can make direct applications for vacancies in the United Kingdom health and social care sectors of their own accord.

answer text
The Additional Roles Reimbursement Scheme (ARRS) is designed to reimburse the salaries and on-costs of roles included in the Scheme. Under the 2019 contract agreement, NHS England and NHS Improvement contribute to the cost of the specific new clinical roles within Primary Care Networks (PCNs) over the period of the contract. Initially the funding provided 70% of ongoing salary costs plus on-costs for three roles - clinical pharmacists, physician associates and first-contact physiotherapists, with community paramedics recruited from 2021/22 and full funding for social prescribing link worker roles during the contract period.

Updated contracts for 2020/21 and 2021/2022 set out increases in the scale of the new roles. NHS England and NHS Improvement now reimburse 100% of salary and on-costs for range of additional roles and the number of staff funded under the scheme will increase to 26,000 by 2023/24. On average, each PCN will have approximately 20 full time equivalent staff by 2023/24 funded through the ARRS.

To further attract trainees to remote geographies, foundation priority programmes were introduced in 2019 allowing applicants to rank their preference for selected priority programmes and be offered places prior to national allocation.
