answer text <p>The Department makes a number of grant payments to non-public sector bodies each financial year to support key policy objectives. This includes grants made to registered charities as well as other voluntary organisations.</p><p> </p><p>In the last year, grants have been made to voluntary organisations, including registered charities as part of:</p><p> </p><p>(a) The Innovation, Excellence and Strategic Development scheme. This is a competed scheme where successful applications are funded for up to three years; this provides funding to support proposals with a clear focus on supporting and driving forward new ideas (Innovation), or consolidating or expanding the benefits from successful projects (Excellence) or undertaking of strategic developments in voluntary sector capacity or capability within the health and care field.</p><p> </p><p>(b) The Health and Social Care Volunteering Fund is a competed scheme which uniquely combines grant funding and support to voluntary organisations to increase their capacity, to get the maximum benefit from volunteers.</p><p> </p><p>(c) The Strategic Partner Programme is a system-wide cohort of voluntary sector partners who use their knowledge, expertise and reach to inform and shape policy.</p><p> </p><p>(d) Specific Policy Grants supporting Departmental policy.</p>

answer text <p>Funding applications from voluntary sector organisations are assessed against a number of criteria, but Departmental policy clearly states that grants will not be awarded if there is any indication within the application that some or all of any funding awarded will be used to support political activities, including political lobbying activity.</p><br /><p>It remains an important objective of the Department’s partnership with the voluntary, community and social enterprise sector that they contribute their voice and expertise to national policy making and implementation, and grant awards can support this objective.</p><br /><p>However, analysis of each individual grant awarded by the Department to ascertain the impact of this objective would be at disproportionate cost.</p><br /> more like this

answer text <p><strong></strong></p><p>The majority of grants made under section 64 of the Health Services and Public Health Act 1968 are awarded through competed schemes where the assessment criteria are published. A small number of non-competed grants are also made by the Department and these are all assessed against the same criteria.</p><br /><p>The standard business case criteria includes a Strategic Case, Economic Case, Financial Case, Commercial Case and Project Governance.</p><br /><p>All grants awarded under Section 64 powers require both HM Treasury and Ministerial approval as set out in the legislation.</p><br /><p>A standard set of terms and conditions are used for all Section 64 grant awards, these have been agreed by the Departments legal team.</p><p><strong></strong></p><p><strong></strong></p> more like this
