Any service diagnosing HIV in adults can refer to any specialised HIV service provider. This facilitates equitable access to care.</p><p>As set out in the NHS England Roadmap, specialised HIV inpatient and outpatient services have been identified as key areas for greater integrated care systems leadership by NHS England and integrated care boards (ICBs). Integrating the commissioning of HIV treatment services with ICBs, will allow local systems to simplify and strengthen HIV care pathways with other services through effective local partnerships, including in areas of higher deprivation.</p><p>The national Service Specification for Adult HIV services is also currently under review by NHS England. The Specification Working Group will ensure that the revised specification reflects any changes in practice since 2013, ensures close working with other relevant services, and is fit for purpose in the new commissioning landscape regardless of the level of deprivation in an area.</p><p>As part of the Government’s HIV Action Plan, a retention and re-engagement in care task and finish group was established in 2023. answer	answer is ministerial correction date of answer 26/06/2023 answer text <p>The UK Health Security Agency is currently developing a methodology to estimate incidence among heterosexual men and women based on the methodology currently used to produce estimates of incidence for gay, bisexual and other men who have sex with men. As estimates of incidence are not available for heterosexual men and women, new diagnoses first made in the United Kingdom are used as a proxy and interpreted in context of levels of HIV testing amongst those populations.</p><p>Between 2019 and 2021, there was a slight increase in HIV diagnoses and late HIV diagnoses among heterosexuals, whilst HIV testing coverage remained substantially lower in 2021 than in 2019. In addition, the estimated number of undiagnosed people among heterosexual men and women did not decline over the same period. answer	answer is ministerial correction date of answer 28/06/2023 answer text <p>The UK Health Security Agency (UKHSA) HIV Action Plan monitoring and evaluation framework showed in 2021, 147 people were diagnosed and not yet linked to specialist human immunodeficiency virus (HIV) care, 4,444 people had not attended care for at least 15 months and 1,195 had been seen for HIV care but were not on treatment, corresponding to a lower estimate of 5,786 people diagnosed and not receiving treatment in 2021. UKHSA also estimate that there could be an additional 18,226 people seen for care since January 2015, with at least a 15 months gap in HIV care and not seen again by end of 2021, corresponding to an upper estimate of 24,012 people diagnosed but not on antiretroviral treatment.</p><p>As part of the HIV Action Plan, we committed to ensure everyone with an HIV positive status receives adequate treatment and to optimise access, retention and re-engagement in HIV care. answer	answer is ministerial correction date of answer 13/03/2023 answer text <p>Improving quality of life for people living with human immunodeficiency virus and addressing stigma is a key objective in our HIV Action Plan, published in December 2021.</p><p> </p><p>As part of the plan, the Department is investing over £3.5 million from 2021 to 2024 to deliver the National HIV Prevention Programme. This includes the National HIV Testing Week which seeks to normalise and reduce barriers to testing, such as stigma.</p><p> </p><p>We are also working to improve workforce training in the National Health Service to increase HIV awareness and in collaboration with the United Kingdom Health Security Agency (UKHSA) continue to monitor the levels of stigma and discrimination experienced by people living with HIV within the health and social care system as well as within community settings. This monitors the progress made towards the Plan’s ambitions, which includes improving quality of life and reducing stigma.</p><p>The framework states that further work will be undertaken with the HIV Action Plan Implementation Steering Group and with professional groups, the HIV community and academic partners to develop indicators to monitor quality of life for those living with HIV.
