question text To ask Her Majesty’s Government whether, in the light of the proximity of Tunisia and Lebanon to conflicts in Libya and Syria and the role of those states in hosting refugees, they intend to give priority for aid and investment to those states, in the context of the European Fund for Strategic Investments, the European Union Regional Strategy for Syria, the European Union–Tunisia Action Plan and existing association agreements. more like this

answer text
Lebanon and Tunisia are important partners and both the EU and the UK are committed to supporting them in addressing the problems stemming from crises in neighbouring countries. The UK has contributed over £190 million to support refugee and host communities in Lebanon since the Syria crisis began. In Tunisia we have committed £22 million to support political and economic development since the revolution in 2011. Both countries receive significant EU funding. Tunisia has been allocated up to €886 million from the European Neighbourhood Instrument (ENI) for 2014-2020, and €16 million from the European Instrument for Democracy and Human Rights (EIDHR), the Instrument Contributing to Stability and Peace (IcSP), the Non State Actors programme, the Civil Society Facility and ENI thematic instruments. Lebanon has an allocation of up to €385 million from the ENI for 2014-2020. In addition, Lebanon has been allocated a further €449.4 million in support from both the ENI and the IcSP to help it respond to the effects of the crisis in Syria. The Directorate General of the European Commission for Humanitarian Aid and Civil Protection is also providing €172.3 million for humanitarian assistance in Lebanon, with the EIDHR providing €2.4m for 2014-2017. Both countries can also benefit from long-term loans and risk capital facilities, provided and managed by the European Investment Bank.

answer text
We do not hold the details of delegations of British parliamentarians that have been refused permission to enter Gaza from Israel since 2009. The Foreign and Commonwealth Office (FCO) advises against all travel to Gaza. We therefore do not make representations on behalf of parliamentarians wishing to do so.

Our Embassy in Cairo forwarded a request to the Egyptian authorities for a British aid convoy to access Gaza via the Rafah crossing in 2014, after Egypt changed its policy to only considering applications requested by embassy note verbale. The convoy included one or two parliamentarians. The FCO made clear to the organisers that the visit was at their own risk. The Egyptian authorities agreed access for a reduced version of the convoy, but this was shortly before the Rafah crossing was closed indefinitely in October. We understand the convoy did not therefore gain access.

more like this

answer text
The British Government believes that a central register is the best way to improve transparency of company ownership and control. The Crown Dependencies and the British Overseas Territories are separate jurisdictions with their own elected governments under which they are responsible for the bona fides and beneficial interests of companies registered in their jurisdiction. At the December Joint Ministerial Council the UK and Overseas Territory Leaders agreed to work together in raising international standards and to meet again to take forward implementation of the G20 principles on beneficial ownership. Dialogue has continued since the Joint Ministerial Council and we plan to meet again in the coming weeks.

All jurisdictions, including the Overseas Territories and the Crown Dependencies, will be subject to assessment against the international standards for anti-money laundering set by the Financial Action Task Force (FATF). This will specifically look at the effectiveness of each country’s regimes, including those for beneficial ownership. These assessments will take place over the coming years and the results of them will be publicly available.

An official from our Embassy in Bahrain attended his court hearing in January 2012. In January 2015, Masaud was one of 72 individuals who had their nationalities revoked. Our Ambassador to Bahrain has raised these revocations at Ministerial level with the Government of Bahrain. All of the individuals affected have the right to appeal. answer text
Officials from our Consulate-General in Jerusalem closely monitor demolitions in East Jerusalem and the West Bank, working with the EU and the UN Office for the Coordination of Humanitarian Affairs. We regularly make clear, publicly and privately, to the Israeli authorities our serious concerns about the actual or threatened demolition of Palestinian homes and infrastructure in East Jerusalem and the West Bank. Demolitions cause unnecessary suffering to ordinary Palestinians; are harmful to the peace process; and are contrary to international humanitarian law. The Fourth Geneva Convention is clear that the destruction of any real or personal property in Occupied Territory is not justified unless it is rendered absolutely necessary by military operations.

In addition we continue to support Palestinians facing demolition or eviction through support to the Norwegian Refugee Council legal aid programme which helps individuals to challenge these decisions in the Israeli legal system. We are also funding the International Peace and Cooperation Centre (IPCC), an independent Palestinian non-profit organisation, to support long-term planning for Palestinian communities in East Jerusalem and the West Bank.
