answer text <p>​The UK has repeatedly called on Turkey to end its military action in north-east Syria. The Prime Minister made this clear when he spoke to President Erdogan on 12 October and 20 October. We have also, with European partners, raised this issue at the UN Security Council.</p><p>As the Foreign Secretary told the House of Commons on 15 October, the Government takes its arms export control responsibilities very seriously and keeps our defence exports to Turkey under careful and continual review. No further export licences to Turkey for items which might be used in military operations in Syria will be granted while we conduct that review.</p> more like this

answer text <p>We have drawn up an implementation plan for the Bishop of Truro’s various recommendations, dividing them into short, medium and longer term priorities. We hope to have implemented, or to be in the course of implementing a good number of them by the end of 2019. Others will take longer, while many will require an ongoing effort to embed into the working practice of the FCO and other Departments. The Bishop of Truro’s Review itself recommends reviewing the implementation of the recommendations after 3 years.</p> more like this

answer text <p>While we have not made any assessment on this issue, the Government has concerns about mistreatment of Palestinian detainees in Israeli prisons, and about Israel’s respect of its obligations in this regard under applicable international law. We have raised concerns over treatment of Palestinian minors detained by the Israeli authorities on many occasions, most recently on 27 August. We have concerns over the continued transfer of Palestinian child and adult detainees to prisons inside Israel in violation of the Fourth Geneva Convention. ​</p> more like this

answer text <p>We remain deeply concerned about restrictions on movement and access in Gaza, and the impact that this is having on the humanitarian situation. Our Embassy in Tel Aviv regularly raises the matter of medical permits with the Israeli authorities. Israeli restrictions severely restrict the movement of medical professionals, patients and families from Gaza, hampering the provision of quality health services, as well as impacting Palestinians in the West Bank. The Minister for the Middle East and North Africa also raised this issue with the Israeli Ambassador on 22 October. The situation in Gaza is particularly acute, and is compounded by frequent closure by Egypt of the Rafah crossing, preventing urgent medical cases from seeking treatment in Egypt. A lasting resolution to the situation is needed that will ensure that all those who are in need of medical attention and their families have unimpeded access to healthcare provisions. We call on the Israeli Government to ease restrictions further and for Israel, the Palestinian Authority and Egypt to work together to ensure a durable solution for Gaza.</p>

answer text <p>While we have not raised this issue with the Israeli authorities, we condemn any incidence of violence by settlers against Palestinians. We also remain seriously concerned by the continued demolition of Palestinian property by Israeli authorities. We consistently call for an immediate end to all actions that undermine the viability of the two-state solution, including the demolition of Palestinian property in the West Bank. In all but the most exceptional of circumstances, demolition in occupied territories is contrary to International Humanitarian Law and to UN Security Council resolutions. answer text <p>Members of the diplomatic service are expected to be widely deployable throughout their career. Whilst many parents prefer to take their children with them abroad, in some of the 168 countries and territories where the Foreign and Commonwealth Office (FCO) has UK-based staff, we do not permit staff to take their children either for health or security reasons. However, frequent moves by staff and families between the United Kingdom and overseas, and between Posts overseas, can be disruptive to the education of the children. Therefore, the FCO provides Continuity of Education Allowance (CEA). This enables staff who meet certain eligibility criteria to choose to provide an uninterrupted education for their children at a British boarding school in the United Kingdom while they continue to take up postings overseas at regular intervals during their career. CEA is a long-standing FCO policy dating back in its current form to 1996 that provides clearly defined and limited financial support to staff to help maintain the continuity of their children's education.The FCO refunds standard term fees up to a ceiling which is reviewed annually. Where staff opt to send their children to more expensive schools, the difference in cost is met by the individual member of staff.</p><p>The figures below represent the data for financial year 2018/19. answer text <p>We are deeply concerned by reports of the extrajudicial killing of Hevrin Khalaf, the Secretary General of the Future Syria Party, on 12 October. The UK strongly supports efforts to pursue accountability in Syria. It is the policy of the British Government, that any judgment as to whether war crimes, crimes against humanity or genocide have occurred is a matter for judicial decision after consideration of all the available evidence, rather than for governments or non-judicial bodies. To this end, we are providing diplomatic and financial support to the UN Impartial Independent Investigative Mechanism to gather evidence and prepare legal cases</p><p>We expect all sides to respect their obligations towards civilians under the international humanitarian law.</p> more like this
